Beijing Printing Association Launches 2013 Printing Vocational Skills Training and Certification, Targeting 1,200 Trainees
To carry out the National Medium- and Long-Term Talent Development Plan (2010–2020) and the State Council's Opinions on Strengthening Vocational Training to Promote Employment, the Beijing Printing Association is teaming up with Bizhi Printing Network, Beijing Bisheng Training School and Beijing No. 70 Vocational Skills Assessment Institute. Starting in 2013, they will draw on the industry's technical teaching resources to jointly deliver vocational skills training and certification for printing professionals, using workforce upskilling to speed industry transformation and upgrading. The notice is as follows:
- Training objectives and delivery methods
The 2013 target is 1,200 trainees, broken down into 40 senior technicians, 20 technicians, 240 higher-grade workers, 400 intermediate workers and 500 junior workers.
(1) This year's training prioritizes skill upgrading for in-service employees while also covering emerging vocational skills. From 2013 through 2015, the goal is for junior and intermediate workers to account for 50% and higher-grade workers for 20%. By turning existing staff into a real talent team, Beijing's printing workforce can improve markedly and better support industrial upgrading, transformation and sustainable development. With recruitment difficulties and labor shortages, raising the skills of the existing talent pool is a practical way to address the shortage of frontline technical talent.
(2) Enterprises and employees are encouraged to make full use of human resources training incentives offered by Beijing Municipality and its districts to reduce vocational training costs. The Beijing Printing Association will help participating companies with relevant procedures and paperwork. Inter-plant joint training will also be organized in enterprise-heavy development zones, with a pilot this year in the Yizhuang Economic and Technological Development Zone. Where conditions allow, training bases can be set up at enterprises for nearby companies to join; industry experts will teach on site and offer technical support to improve training outcomes.
(3) The program will explore new ideas, methods and models for vocational skills training. Under the Beijing Printing Association's coordination, Bizhi Printing Network, Beijing Founder Electronics Co., Ltd., Beijing Bisheng Training School and Beijing No. 70 Vocational Skills Assessment Institute will jointly trial an online video training model. By combining complementary resources and integrating online and offline training, they aim to provide professional, personalized and diversified printing training that strengthens employee skills, builds corporate soft power, reduces internal training burdens and saves costs. In 2013, the focus will be on enriching video content to prepare the website for launch and long-term operation.
(4) Post-competition training services will be provided. These services are an important part of the training work. Experts will first give comprehensive training to contestants who earned senior technician and technician titles, covering paper writing, thesis defense and training lesson plan development. They will then deliver targeted training on key skills and critical steps after the competition.

(1) Training schedule:
Senior technicians and technicians: Session 1 April–June; Session 2 October–December
Post-press binding workers: (including flat-binding mixed workers, binding inspectors, paper cutter operators and print finishing)
Session 1 April–May; Session 2 October–November
Lithographic printing workers: (including four-color machine, BB machine and newspaper rotary press operators).
Session 1 May–June; Session 2 September–October
Lithographic platemaking workers: (including computer typesetting workers, graphic and text production workers, imposition and plate-burning workers and proofreaders)
Session 1 May–June; Session 2 September–October
(2) Training content:
The curriculum covers basic theoretical knowledge, process principles, practical skills and related knowledge.
Course content for senior technicians (technicians):
- Product quality identification, control and management.
- Production equipment, structure and performance.
- Production processes and materials.
- Production safety, equipment safety and product safety management
- New processes, new materials and new technologies.
- Discussion of difficult issues in enterprise production processes.
- Paper tutoring and defense, and training course development, etc.
Senior experts and professors from the industry will be hired as instructors.
- Certification and fee standards
(1) Certification
After training, trainees who pass the theoretical and practical assessments can receive the corresponding 'Technical Grade Certificate of the People's Republic of China' or 'Technician Certificate of the People's Republic of China.'
(2) Training and certification fees
Junior: 550 yuan (registration, training, assessment, certificate, textbooks and materials, etc.)
Intermediate: 750 yuan (registration, training, assessment, certificate, textbooks and materials, etc.)
Higher-grade: 950 yuan (registration, training, assessment, certificate, textbooks and materials, etc.)
Technician: 3,600 yuan (registration, training, assessment, certificate, textbooks and materials, and paper tutoring)
Senior technician: 4,600 yuan (registration, training, assessment, certificate, textbooks and materials, and paper tutoring)
Enterprises or individuals interested in training should submit the trainee registration form to Beijing Bisheng Training School (No. 36 Tonglin'ge Road, Xicheng District) or email it to the school by April 30.
