Beijing Printing Association Unveils 2013 Printing Skills Training and Certification Plan for 1,200 Trainees
To support the National Medium- and Long-Term Talent Development Plan (2010–2020) and the State Council's Opinions on Strengthening Vocational Training to Promote Employment, the Beijing Printing Association is teaming up with Bisen Printing Network, Beijing Bisheng Training School and Beijing No. 70 Vocational Skills Appraisal Office in 2013. Drawing on experienced technical instructors from the printing sector, they will jointly deliver vocational skills training and certification for the industry. The key details are below:
- Training goals and delivery methods
The 2013 target is 1,200 trainees: 40 senior technicians, 20 technicians, 240 higher-grade workers, 400 intermediate workers and 500 junior workers.
(1) This year's program prioritizes upskilling for in-service employees while also covering emerging vocational skills. From 2013 through 2015, the aim is to reach a 50% share for junior and intermediate workers and a 20% share for higher-grade workers. The goal is to convert existing staff into a real talent pipeline, raise the overall quality of Beijing's printing workforce, and support industrial upgrading, transformation and sustainable development. With recruitment and labor shortages pressing the sector, strengthening the skills of the existing workforce is a practical way to address the lack of frontline technical talent.
(2) The program will make greater use of Beijing and district-level human resources training incentives to reduce training costs for companies and individual employees. The Beijing Printing Association will help participating companies handle the relevant procedures and paperwork. It will also run inter-company joint training in development zones where printing businesses cluster, starting with a trial in the Yizhuang Economic and Technological Development Zone in 2013. Where conditions allow, training bases can be set up inside enterprises so nearby companies can join locally. Instructors will teach on site at these bases, offer targeted instruction and provide technical support to improve training outcomes.
(3) The partners will explore new ideas, methods and models for vocational skills training in the current environment. Led and coordinated by the Beijing Printing Association, Bisen Printing Network, Beijing Founder Electronics Co., Ltd., Beijing Bisheng Training School and Beijing No. 70 Vocational Skills Appraisal Office will jointly develop an online video training model. By combining complementary resources and integrating online and offline materials, they aim to deliver specialized, personalized and diversified printing training. This can sharpen employee skills, build enterprise soft power, reduce internal training workload and cut training costs. In 2013, the focus will be on expanding video content to prepare for the website's initial launch and long-term operation.
(4) Post-competition training services will also be provided. This part of the program is too important to overlook. Experts will first give comprehensive training to contestants who earned technician or senior technician titles in competitions, covering essential modules such as paper writing, thesis defense and training lesson-plan development. They will then offer targeted follow-up training on critical skills and process steps for competition participants.

Senior technicians and technicians: Session 1 April–June; Session 2 October–December
Post-press binding workers: including flat-binding mixed workers, binding inspectors, paper cutter operators and print finishing
Session 1 April–May; Session 2 October–November
Lithographic printing workers: including four-color machine, BB machine and newspaper rotary press operators
Session 1 May–June; Session 2 September–October
Lithographic platemaking workers: including computer typesetting, graphic and text production, imposition and plate-burning, and proofreading
Session 1 May–June; Session 2 September–October
(2) Training content:
The curriculum covers basic theoretical knowledge, process principles, hands-on skills and related knowledge.
Course topics for senior technicians (technicians):
- Product quality identification, control and management.
- Production equipment, structure and performance.
- Production processes and materials.
- Production safety, equipment safety and product safety management.
- New processes, new materials and new technologies.
- Discussion of difficult issues in enterprise production workflows.
- Paper tutoring and defense, and development of training courses.
Instructors will be senior experts and professors from the industry.
- Appraisal, certification and fee standards
(1) Appraisal and certification
After training, trainees who pass the theoretical and practical skills assessment can receive the corresponding Technical Grade Certificate of the People's Republic of China or Technician Certificate of the People's Republic of China.
(2) Training and certification fees
Junior: RMB 550 (registration, training, appraisal, certificate, textbooks and materials, etc.)
Intermediate: RMB 750 (registration, training, appraisal, certificate, textbooks and materials, etc.)
Higher grade: RMB 950 (registration, training, appraisal, certificate, textbooks and materials, etc.)
Technician: RMB 3,600 (registration, training, appraisal, certificate, textbooks and materials, paper tutoring)
Senior technician: RMB 4,600 (registration, training, appraisal, certificate, textbooks and materials, paper tutoring)
Companies or individuals interested in training should submit the trainee registration form to Beijing Bisheng Training School (No. 36 Tonglin'ge Road, Xicheng District) or email it to the school by April 30.
