Dalian Names 69 Designated Printers for 2013–2015 Municipal Procurement Contracts

For printing businesses, winning government work can determine whether order books stay full for years. Against that backdrop, the Dalian Municipal Finance Bureau has issued a notice naming 69 printing enterprises as designated printers for municipal departments over the 2013–2015 period.

A companion notice covering designated official-vehicle maintenance for the same three-year window was released at the same time. Together, the two documents designate 74 maintenance companies and 69 printing companies. Under the rules, official vehicle servicing and printing work funded by fiscal money must be purchased from the designated list, effective from the publication date through 31 December 2015.

Selected suppliers must display uniform plaques reading “Dalian Municipal Department Designated Official Vehicle Maintenance Enterprise” and “Dalian Municipal Department Designated Printing Service Enterprise”. They are also required to publicize, in a prominent position on their premises, their service prices, service items, contact details and supervision channels, so that purchasing units and the public can check and monitor them.

On settlement, the bureau has told all units to tighten financial oversight and to pay strictly in line with each designated supplier's preferential commitments, winning bid prices and procurement contracts. Where a service was not sourced from a designated supplier, the finance department must not process settlement, and the fiscal authority will not release funds.

Reporting and penalty mechanisms are spelled out as well. If a purchasing unit finds that a designated maintenance company has breached its bid service commitments, its service contract or the relevant notice provisions, it may report the case to the Government Procurement Management Office of the Municipal Finance Bureau; once verified, the company is placed on a bad-record list. A designated printing enterprise loses its qualification under any of seven circumstances: (1) three valid complaints accumulated within the service period; (2) charging purchasing units fees clearly above the winning bid price standard; (3) causing losses to a purchasing unit through printing quality problems; (4) issuing invoices on behalf of other non-designated printing enterprises; (5) failing to provide printing services as stipulated in the contract, causing adverse consequences; (6) failing to deliver printed materials within the contracted deadline, causing adverse consequences; and (7) failing to perform confidentiality obligations for classified documents.

The notice further asks designated enterprises to strengthen their digital development and improve staff computer proficiency, so that the authorities can later supervise their service performance through a management system.
