Implementation Rules for Beijing's Green Printing Publication Reward Fund
Article 1 These rules aim to tighten oversight of the reward fund, improve the efficiency of public spending and ensure projects are delivered smoothly. They are based on the Trial Administrative Measures for Beijing's Green Printing Publication Reward Fund (Jing Xin Chu Yin [2013] No. 31).
Article 2 The fund comes from municipal fiscal resources and is earmarked for promoting green printing among Beijing-area publications. It rewards both the publishing and printing stages of titles produced through green printing.
Article 3 Management Framework
(1) Leading Group
A leading group brings together the deputy director of the Beijing Municipal Administration of Press and Publication, the supervisory department and the competent business department. It reviews and decides major matters concerning reward fund projects.
(2) Project Office
Under the leading group, a project office operates within the Printing and Reproduction Industry Management Division of the Beijing Municipal Administration of Press and Publication. It handles day-to-day organization and implementation.
(3) Expert Committee
The leading group also establishes an expert committee. On the group's behalf, the committee evaluates and reviews projects and recommends reward plans. Members come from Beijing's publishing, printing, distribution and related sectors and are drawn from the Beijing Municipal Administration of Press and Publication expert database. In special cases, with leading group approval, the project office may appoint additional experts, whose qualifications follow the same database standards. At least five experts are required.
Article 4 Reward Standards
Each rewarded publication is capped at RMB 20,000 per title. For special publication types, the leading group may approve an exception, but the maximum must not exceed RMB 30,000. The detailed rates are as follows:
Paper with a basis weight of 80 gsm or less (any format) earns RMB 0.015 per printed sheet; paper above 80 gsm (any format) earns RMB 0.028 per printed sheet.
Single-color printing earns RMB 0.025 per printed sheet; two-color printing earns RMB 0.055; four-color printing earns RMB 0.11.
The final reward amount is calculated by combining the above standards.
Article 5 Reward Recipients
The reward focuses on the publishing and printing stages of publications.
Article 6 Reward Method
Once the amount is calculated under the standards, the reward is paid as a bonus, with 40% going to the publishing stage and 60% to the printing stage.
Article 7 Implementation Procedure
The reward fund project follows five steps: project solicitation, application, review, public announcement of results and reward delivery.
- Project Solicitation
During the annual solicitation round, the Beijing Municipal Administration of Press and Publication website invites publication units nationwide to submit Beijing green printing publication reward projects and sets out the year's work arrangements.
- Project Application
(1) Eligibility
Applicants must be domestic publishing units. The project must be a publicly distributed book, newspaper or periodical, with each ISBN or publication number treated as one project.
Projects must meet the following conditions:
(1) Content must be healthy and positive, with expected social and economic benefits.
(2) The contract printer must be a publication printing enterprise in Beijing that has obtained green certification from the Ministry of Environmental Protection.
(3) The printing process must comply with relevant printing standards under the technical requirements for environmental labeling products. Raw materials must be healthy and environmentally friendly. The final product must carry the 'China Environmental Label' symbol and the words 'Green Printing Product,' and the cover or front page must be overprinted with 'Beijing Green Printing Project Reward Project.'
(4) A single print run must be at least 5,000 copies.
(5) Planned Beijing distribution must meet these thresholds: if the declared print run is below 10,000 copies, at least 50% of the total must be distributed through designated Beijing outlets; if the declared run exceeds 10,000 copies, at least 6,000 copies must be distributed through designated Beijing outlets.
(6) The work must have no copyright disputes.
(2) Documents to Submit
- The Beijing Green Printing Publication Reward Fund Project Application Form.
- Copies of the applicant's business license (or public institution legal person certificate) and publication license.
- Book applicants must provide sample books or manuscripts; newspaper and periodical applicants must provide recent full-year sample issues published before the application date.
- Certificates or supporting materials for government awards at or above the provincial level, including publishing and printing awards.
- Project Review
Applicants must submit materials to the project office within the specified time. If eligibility and documentation are complete, the project office accepts the application.
After acceptance, the project office conducts a preliminary review. Applications are rejected under any of the following:
- Submitted documents do not match the project.
- The project fails to meet application conditions.
For projects rejected in the preliminary review, the project office sends a 'Notice of Rejection' and returns the materials.
(3) Expert Review
Projects that pass preliminary review are evaluated by the expert committee. The main review process is as follows:
- Experts read the applicant's materials. Each expert conducts an initial assessment based on scoring standards and their field. If needed, experts may question applicants, who must answer truthfully.
- The expert committee fully discusses and assesses the initial results against the review content and standards. It then votes by recorded ballot on each project and issues review results and recommendations based on the vote. A project must receive at least half of the expert committee's votes to pass. After discussion, the committee finalizes review opinions, proposes reward recommendations and issues a review report to the project office.
(4) Leading Group Review
After receiving the expert review opinions, the project office proposes a reward plan based on the year's funding scale and submits it to the leading group. The leading group decides the winning projects and reward amounts.
- Public Announcement of Results
Review results are announced on the Beijing Municipal Administration of Press and Publication website for ten days.
- Reward Delivery
After the public announcement, the project office signs a reward agreement with each winning applicant, covering implementation, acceptance, reward amount, payment time and method, and each party's responsibilities.
The applicant must complete printing and distribution as agreed. The project office conducts quality spot checks. Rewards are delivered for projects that pass inspection and fulfill the agreement. A project may receive only one reward in a given year.
Article 8 Supervision and Management
- The reward fund must be used exclusively for green printing project rewards and may not be diverted or misappropriated.
- If a rewarded project violates these rules or involves fraud, the project office may seek leading group approval and take measures such as suspending payment, canceling the reward or recovering funds. Serious cases may lead to legal liability.
Article 9 Rewards for green printing of primary and secondary school textbooks are governed separately.
Article 10 The project office is responsible for interpreting these Implementation Rules.
Article 11 These Implementation Rules take effect on the date of issuance.
