State Council Cancels and Delegates 82 Approval Items, Including Voucher Printing Qualification

As the economy continues to develop, the government's approach to managing industries is also being adjusted. Recently, the state removed or delegated 82 administrative approval items, including the cancellation of qualification recognition for civil air transport and voucher printing enterprises. For the printing sector, this change is regarded as a positive boost.

After study and demonstration, the State Council decided to cancel or delegate another 68 administrative approval items, two of which are confidential and will be notified separately under relevant rules. It also proposed cancelling or delegating seven approval items established under relevant laws, and will submit a request to the Standing Committee of the National People's Congress to amend the related legal provisions through statutory procedures. For the 16 administrative approval items involving laws listed in the State Council Decision on Cancelling and Delegating a Batch of Administrative Approval Items and Other Matters (Guo Fa [2013] No. 19), the State Council has already asked the NPC Standing Committee to amend the relevant laws in accordance with statutory procedures, and these are now published together.

At this point, the State Council has cancelled or delegated 82 administrative approval items in total. Looking at the catalogue, cancelled items include approval of energy-saving and emission-reduction funds under the central state-owned capital management budget and issuance of coal production licenses; delegated items include approval of difficult reductions or exemptions from urban land use tax, approval for establishing accounting firms, and approval for intermediary agencies to provide accounting bookkeeping services.

Why was qualification recognition for civil air transport and voucher printing enterprises cancelled? The reason is that, with modern economic and social development, printing qualifications and standards have basically met requirements. If a product printed by an enterprise is used in civil aviation and the user finds it unsuitable, the user simply will not use it. Therefore, maintaining such qualification recognition has little practical meaning. That is why more of these meaningless approval items were delegated in this round.
