Zhejiang Pushes Full Rollout of Green Product Certification for Express Packaging, Sets End-2023 Standards and Oversight Goal

Zhejiang Province recently hosted an on-site meeting to promote green product certification for express packaging. The province plans to implement the certification system more comprehensively. At the meeting, it set a clear goal: by the end of 2023, Zhejiang will fully establish the supporting standards and implementation supervision system for green packaging in the express delivery industry.

An official from the Zhejiang Provincial Administration for Market Regulation said the province's express delivery sector has grown rapidly in recent years, with both express business volume and revenue holding the No. 2 position nationwide. State Post Bureau data show that Zhejiang's express business volume reached 17.95 billion pieces in 2020, accounting for 21.5% of the national total. Each person averaged five express deliveries per week, the highest per-capita express volume in China. This means large volumes of express packaging are consumed daily, generating substantial express packaging waste.

Under the development philosophy that 'lucid waters and lush mountains are invaluable assets,' the CPC Zhejiang Provincial Committee and the Zhejiang Provincial Government have made it clear that green product certification will be vigorously promoted across the province, and that green products should be procured and used. Results have been strong: to date, Zhejiang has issued more than 700 green product certification certificates of various types. Seven are for express packaging, representing 24.1% of national certificates issued in this category.

This year, the Zhejiang Provincial Administration for Market Regulation, the Zhejiang Provincial Development and Reform Commission and six other departments jointly issued the Implementation Opinions on Strengthening Standardization for Green Express Packaging. The document targets widespread adoption of green models such as express packaging reduction, green recycling and green logistics by the end of 2022. By the end of 2023, supporting standards and an implementation and supervision system for green express packaging should be fully in place, supporting notable progress in reducing, greening and recycling express packaging. By then, non-degradable plastic tape will be fully banned at postal and express outlets within the province; the use rate of recyclable express transfer bags will reach over 90%; and tape-free cartons will account for more than 10% of total carton usage.

Products currently eligible for green product certification in express packaging include envelopes, packaging boxes, packaging bags, container bags, electronic waybills, plant-based fillers, plastic fillers, suspended fastening packaging, tape and reusable express packaging, among others.
