Zhejiang Packaging & Printing Industry Eyes High-Quality Growth as Hangzhou CPPCC Members' Hall Hosts Policy Briefing

On the morning of the 11th, Zheng Jiwei, Vice Chairman of the Zhejiang Provincial CPPCC, visited the Hangzhou Packaging and Printing CPPCC Committee Members' Hall, where he joined committee members and industry representatives in studying the guiding principles of the Fifth Plenary Session of the 19th CPC Central Committee and the Eighth Plenary Session of the 14th CPC Zhejiang Provincial Committee, and exchanged views on how the packaging and printing sector can move toward high-quality development.

Packaging is a sunrise industry that grew up alongside reform and opening up, and Zhejiang carries considerable weight in this field. The province's packaging sector now delivers an annual economic output of more than RMB 400 billion, accounting for over 7% of Zhejiang's total economy, and is home to more than 10,000 packaging enterprises of various types; the Zhejiang Packaging Federation alone has nearly 5,000 member organizations at provincial, municipal and county levels. The Hangzhou Packaging and Printing CPPCC Committee Members' Hall was officially inaugurated in September this year, with Jin Zhe, a member of the Provincial CPPCC and president of the Zhejiang Packaging Federation, serving as its lead member.

Grounding his remarks in the day-to-day realities of packaging and printing operations, Zheng offered an accessible reading of the new ideas, viewpoints, judgments and requirements set out at the central and provincial plenaries, covering new development achievements, the new development stage, new development goals, new development tasks and the new development pattern. Since its establishment, he noted, the Hall has played an important role in broadly engaging and serving the industry's designated contacts, in enabling CPPCC members at provincial, municipal and county levels to perform their duties in a coordinated, routine manner, and in building social consensus. From this new starting point, he said, the industry must stay closely aligned with economic reality and policy direction, turn learning into application, break new ground, meet shifting conditions and plan for the bigger picture — giving innovation top priority and upholding the five development concepts, including openness and sharing, so that innovation leads the sector's high-quality growth.

The Hall, Zheng added, should pass the plenary's message down to the front lines while relaying the industry's concerns upward, and should actively contribute suggestions for the 14th Five-Year Plan.

During the discussion, participants pointed out that talent is in very short supply across packaging and printing and deserves attention, with universities and colleges in particular needing to step up talent cultivation. One representative said the briefing had given them a completely new understanding and positioning of how the industry can seize new opportunities, and pledged to act as a communicator who helps drive the sector's green development. More than 20 CPPCC members from provincial, municipal and county levels, together with representatives of industry organizations, also explored a practical question: how the surplus capacity of leading enterprises could be used to treat wastewater generated by small, medium and micro enterprises, so as to resolve the pollution problem facing most smaller businesses.
