Zhanjiang Export Wood Packaging Rule: Declaration and Treatment Certificate Required from September 1 This Year

Wood packaging remains common in trade and logistics, but its organic material can carry harmful organisms, which is why border authorities subject it to strict inspection and quarantine on both import and export. Zhanjiang recently introduced a rule requiring exporters to file a declaration with the port inspection and quarantine authority when outbound goods use wood packaging, and to present the Certificate of Qualification for Pest Disinfection Treatment of Wood Packaging for Export Goods at the same time.

The requirement is intended to implement the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) Announcement No. 4 of 2005 and AQSIQ Order No. 69 of 2005, reduce phytosanitary risks linked to export wood packaging, and ensure such packaging complies with phytosanitary measure standards. Effective September 1 this year, exporters using wood packaging for outbound cargo must submit the declaration to the port inspection and quarantine authority and provide the Certificate of Qualification for Pest Disinfection Treatment of Wood Packaging for Export Goods.

Under the AQSIQ announcement, all export wood packaging must be supplied by enterprises approved by inspection and quarantine authorities to apply the export wood packaging mark. It must also pass approved treatment and carry the IPPC mark. If the type and quantity of wood packaging have already been declared during inspection application for legally inspected goods, a separate declaration is not required.

Wood packaging that fails port inspection by inspection and quarantine authorities will not be permitted to leave the country. Violations involving forged, altered, misappropriated or otherwise improperly used marks will be penalized by the inspection and quarantine authorities in line with relevant regulations.

From January to July this year, Zhanjiang Port handled 19,818 batches of entry and exit goods and packaging subject to inspection and quarantine, weighing 39.05 million tonnes and valued at USD 16.2 billion, up 17.77%, 37.67% and 44.4% year on year, respectively. The inspection and quarantine authorities advise local export enterprises to follow national rules strictly when using wood packaging, so as to avoid unnecessary financial losses and delays in customs clearance.
