Yichang 2013 Annual Inspection Opens: Printing Firms Face March 10 Deadline, Cultural Operators April 30

Yichang's Municipal Culture Bureau and Municipal Press and Publication Bureau have issued a notice on the annual inspection of cultural business units and printing enterprises in the urban area, acting under the State Council's regulations governing audio-visual products, entertainment venues, commercial performances, internet access service premises, publishing and the printing industry, together with the General Administration of Press and Publication's rules on the publication market and the Ministry of Culture's measures on artwork business.

1. Operators that have been approved by the Municipal Culture Bureau and the Municipal Press and Publication Bureau for the cultural business categories below must complete annual inspection registration and filing at the Cultural Market Section of the Municipal Culture Bureau between March 1 and April 30, 2013: (1) song-and-dance halls (KTV and karaoke venues) and performance halls, plus coffee houses, music tea rooms and bars that include performance, singing or karaoke rooms; (2) electronic amusement and game machine halls (arcades); (3) internet access service premises (internet cafés); (4) performing arts troupes; (5) performance brokerage agencies.

(6) Operators of commercial performance venues must register and file at the Cultural Market Section of the Municipal Culture Bureau with the building floor plan, fire safety acceptance opinion, security work plan, fire emergency evacuation plan and business license; without doing so, they may not host commercial performance activities. (7) Artwork business units — covering purchase, sale, leasing, mounting, brokerage, appraisal, consulting and commercial artwork exhibitions and competitions — must complete filing and registration at the same section using their business license and other relevant materials.

1. Printing enterprises approved by the provincial and municipal press and publication bureaus — those printing publications and internal-reference printed materials, packaging and decoration products, or other printed matter (including photocopying and typing operations) — must complete annual inspection formalities at the Press and Publication Section of the Municipal Press and Publication Bureau before March 10, 2013.
2. Units approved by the Municipal Press and Publication Bureau to retail or rent audio-visual products, or to retail and wholesale books, newspapers, periodicals and electronic publications across the city, must present copies of their Publication Business License (duplicate) and business license (duplicate) at the Culture Bureau window on the 5th floor of the Yichang Municipal Administrative Service Center (No. 2 Chengdong Avenue) before March 4, 2013 to collect a registration form and complete annual inspection procedures.
3. Cultural business units and printing enterprises that fail to register for the annual inspection within the deadline will be regarded as operating without a license. The Municipal Culture Bureau and the Municipal Press and Publication Bureau will cancel their Entertainment Business License, Commercial Performance License, Publication Business License and Printing Business License in accordance with the law, and will notify the administrative authorities for industry and commerce to investigate and handle the matter, with the Business License cancelled or revoked.
