Shanghai Q3 2014 Beverage & Alcohol Packaging Inspection: 10 of 81 Batches Non-Compliant
In Q3 2014, Shanghai organized a supervisory spot check on commodity packaging for beverage and alcohol products made or sold in the city. A total of 81 batches were sampled, and 10 were found non-compliant after inspection. The samples were mainly taken from unsold goods at food and cosmetics sales venues.
The municipal-level exercise focused on whether beverage and alcohol packaging met compliance rules. It confirmed 10 non-compliant batches among the 81 samples; the sample set was also drawn from products awaiting sale in food and cosmetics outlets.
To sharpen the inspection’s focus, items that a simple review could already rule out as non-excessive packaging were not sampled. The checks followed GB23350-2009, Requirements for Restricting Excessive Package - Foods and Cosmetics, and JJF1244-2010, Rules for Metrological Inspection of Food and Cosmetics Packaging, assessing packaging void ratio, number of packaging layers, and the ratio of packaging cost to sales price.
Under the mandatory national standard, the void ratio for beverage alcohol sales packaging must not exceed 55%. For all 10 batches deemed excessively packaged, the non-compliant item in each case was a packaging void ratio above the standard’s limit.
For these excessively packaged goods, Shanghai transferred the cases under the Several Provisions of Shanghai Municipality on the Reduction of Commodity Packaging to the district (county) quality and technical supervision departments at the inspected companies’ locations, legally ordering sales firms to stop selling non-compliant products immediately and barring the sale of goods that violate mandatory provisions; products from other provinces or municipalities were reported to the provincial-level quality and technical supervision department where their manufacturer is based.
