Shandong’s Largest Printing and Packaging Base Set for Completion This Year; Yuhuangmiao Builds a ‘One Core, Ten Flagships’ Cluster

Products from the Yuhuangmiao printing and packaging cluster are now shipped to more than 30 countries and regions, including Europe, the United States, Japan and Australia. Its enterprises rank among the province and the country in process technology and innovation, have been named ‘quality suppliers’ by customers for several consecutive years, work strategically with nearly 30 of China’s top 100 pesticide companies, and hold 70% of the national market for seed packaging.

In recent years, Yuhuangmiao Town in Shanghe County has focused on resource integration and optimization, bringing in upstream, downstream and adjacent supply-chain players. This has created an industrial cluster anchored by Jinan Printing and Packaging Industrial Park, led by ten province-leading large printing and packaging manufacturers and joined by 26 printing and packaging enterprises.

Li Xiaoyu, Party secretary of Yuhuangmiao Town, sums up the local offer as ‘complete categories, industry-leading capability, competitive pricing, superior quality and first-class service.’ Whether a company needs printing and packaging services or plans to enter the sector, he says, ‘Yuhuangmiao is your first choice.’

‘One core, ten flagships’

Liu Junbao, deputy Party secretary of Yuhuangmiao Town and head of the town, describes the local printing and packaging cluster as ‘one core, ten flagships.’ The town is currently home to 26 printing and packaging enterprises with annual output value approaching RMB 2 billion. Last year, following the principles of ‘similar industries, related businesses’ and using ‘business ties’ as the link, the town Party committee guided ten province-leading large printing and packaging manufacturers—including Linuo Special Glass, Chengxiang Printing, Fenghui Printing, Dingwang Packaging and Yehua Paper—to form the Yuhuangmiao Town Printing and Packaging Industry Party General Branch and the Yuhuangmiao Town Printing and Packaging Association.

‘Peers have become comrades.’ The ten flagship companies exchange information and cooperate closely, linking Party building, enterprise management and industrial development to support fast and healthy growth in printing and packaging.

To further strengthen the clustering effect and raise the brand profile of this distinctive printing and packaging industry, the town launched the Jinan Printing and Packaging Industrial Park this year. The project represents a total investment of RMB 1 billion, covers 240.74 mu and has a total building area of about 200,000 square metres.

Located west of Yuhuang Road and north of Qingyuan Street, the park is the largest printing and packaging industrial park in Shandong. It consists of six sub-projects—Zhongtuo, Hecheng, Quanxing, Boyang, Huayuan and Zhongteng—and 24 individual buildings, including production workshops, R&D centres and exhibition centres. Its output covers degradable fast food boxes, degradable shopping bags, puncture-resistant heavy-duty packaging, colour printing and packaging, water-based ink printing and packaging, and premium box packaging.

Li Xiaoyu says the goal is to acquire land, start construction, begin production and enter the statistical scope all in the same year. Once production starts, the park is expected to generate annual output value of RMB 1 billion and more than 1,000 jobs. With the Jinan Printing and Packaging Industrial Park as its core, the town will work to build a first-class printing and packaging industrial base in Shandong and then the largest printing and packaging town in Shandong and even north of the Yangtze.

World-class printing equipment and automated production support, a professional logistics fleet, high-quality and customised solutions, nearly 400 patents and independent intellectual property rights, plus more than 1,000 senior technical talents and experienced managers, provide a strong foundation for high-quality manufacturing.

Today, the Yuhuangmiao Town printing and packaging cluster has built long-term, stable strategic partnerships with nearly 100 international enterprises, including Taiwan Want Want Food, Taiwan Uni-President Enterprises, Qilu Pharmaceutical, JD.com, Three Squirrels and Tmall Supermarket, and serves as their excellent supplier.

Among products from Yuhuangmiao Town, Linuo Special Glass’s heat-resistant glass leads the world in output and sales, Chengxiang Printing’s paper-plastic seed packaging bags hold a 70% national market share, and Gaosheng Printing’s label products rank among the top three in Jinan by market share.

Meticulous service, bigger and stronger growth

‘For three consecutive years, professional safety consultants and environmental stewards have been provided free of charge every month for hazard inspection and guidance’; ‘coordinating with banks to provide financing plans’; ‘sewage pipes connected in 10 days, transformers installed in 15 days’—in interviews, many entrepreneurs acknowledged Yuhuangmiao Town’s ‘nanny-style’ service.

The town is coordinating land expropriation and land levelling in advance; rapidly improving and following up on water, electricity, roads, gas and other supporting infrastructure; and continuously raising service efficiency, simplifying administrative approvals and promoting full-process agency and assistance services. It is now advancing the Jinan Printing and Packaging Industrial Park under the principle: ‘inside the courtyard wall, the enterprise decides; outside the courtyard wall, the government helps with everything.’

Zhao Hangxi says peers are not necessarily rivals and can be excellent partners. He gives the example of a smaller printing factory that may lack competitiveness in today’s market; if the Jinan Printing and Packaging Industrial Park integrates it, its future development can be secured, and this group-development approach benefits everyone. Wang Jun, head of Shandong Huayuan Digital Co., Ltd., says: ‘I now basically watch over the construction site of the Jinan Printing and Packaging Industrial Park every day. Seeing factory buildings rise from the ground and new changes every day makes me look forward more and more to the company’s future. I hope it will be completed and put into production soon, and that more fellow enterprises will come here to build this printing and packaging town with us.’
