Securing US Waste Paper Supply: Forest Packaging's 100,000-Tonne Thailand Waste Paper Pulp Project Set for June Start-Up

Speaking at an earnings briefing on May 14, Forest Packaging (605500.SH) Chairman Lin Qijun said the company set up a subsidiary in Thailand this year to ship US waste paper and other materials there, process them into dry pulp, and then import that pulp for use by the company. Equipment installation is still underway, and waste paper pulp production is expected to begin in June, with annual output of about 100,000 tonnes.

Forest Packaging listed in 2020 and focuses on industrial packaging base paper and downstream paper product packaging. With foreign waste imports prohibited, the industrial packaging paper industry's main challenge is securing raw materials such as US waste paper so it can earn higher returns in the current business cycle. The 100,000-tonne waste pulp output in Thailand is therefore critical for Forest Packaging.

An industry insider told Cailian Press that, conservatively, self-produced US waste pulp has a net profit of about USD 150 per tonne. On that basis, 100,000 tonnes of output could correspond to USD 15 million in net profit, or about RMB 96 million, equal to roughly 40% of Forest Packaging's full-year 2020 net profit.

Notably, Lin Qijun did not respond to questions about profit expectations for the Thailand project. He said only that the production line was built there mainly to supply raw materials for the company's high-end paper production.

Cailian Press also learned from the insider that leading paper companies face certain difficulties when building waste pulp lines in Southeast Asia. At present, only Sun Paper (002078.SZ) has put a 400,000-tonne line in Laos into operation. Jingxing Paper (002067.SZ) is building an 800,000-tonne line in Malaysia, expected to be completed in the fourth quarter of this year. Whether the construction plans announced by many paper companies can proceed smoothly remains highly uncertain.
