RMB 54.2 Million in Central Budget Funds Backs 10 Printing Projects Under Two Major Programs

The General Administration of Press and Publication has received formal approval from the National Development and Reform Commission (NDRC). A special allocation of RMB 54.2 million from the structural adjustment funds within the central budgetary investment will support 10 projects under the two major printing industry programs coordinated and submitted by the GAPP: digital printing and printing digitalization, and the building of a green printing environmental protection system. Central fiscal support for the printing industry will continue for three consecutive years.
Under the GAPP's 2010 work priorities, the Printing and Distribution Management Department and the Publishing Industry Development Department organized the Printing Technology Association of China and relevant units to launch the two major programs: the digital printing and printing digitalization program and the green printing environmental protection system construction program. Since late 2009, the Printing and Distribution Management Department has communicated repeatedly with the Industrial Coordination Department of the NDRC about support measures. In July this year, it wrote to the NDRC seeking funding for 16 projects under the two programs; total investment for the programs was RMB 2.2948 billion and RMB 1.0188 billion, respectively.
On October 15, the NDRC replied in writing, agreeing in principle to the funding applications for the relevant projects and arranging central budgetary investment support for 10 of them. The reply required that during implementation, construction contractors and equipment procurement be determined in strict accordance with the Tendering and Bidding Law. It also called for rigorous supervision and inspection, faster improvement of construction conditions, and assurance that funds be in place, projects proceed on schedule, and product levels meet expected standards.
According to the Printing and Distribution Management Department, upgrading, transformation and technological renovation in the printing industry rely mainly on R&D and renovation in printing equipment. The two programs focus on inkjet digital printing equipment, green and environmentally friendly printing equipment, and related materials. The digital printing and printing digitalization program aims to realize and industrialize advanced inkjet digital printing technology and to digitally renovate the traditional printing industry, accelerating structural adjustment and upgrading. The green printing environmental protection system program is designed to implement the State Council's energy-saving and emission-reduction arrangements by developing green printing equipment, technologies, processes and raw materials with China's own intellectual property rights, speeding up environmentally friendly production among printing enterprises and advancing energy saving and emission reduction across the industry.
It is reported that central fiscal support for the printing industry will run for three consecutive years. The application process is as follows: local printing management departments submit printing engineering projects to the GAPP; after approval, they are included in the major printing industry programs; the GAPP provides unified coordination while local development and reform commissions submit applications; after NDRC approval, the central fiscal authorities allocate funds directly to local governments.
Wang Yanbin, Director of the Printing and Distribution Management Department, told China Press and Publication News that the project-driven strategy is one of three major strategies for advancing the printing industry during the 12th Five-Year Plan period. It uses project construction to drive overall industry development and accelerate innovation and upgrading in printing technology. The central government's dedicated allocation of RMB 54.2 million from structural adjustment funds within the budgetary investment, supporting the two programs and 10 projects, will further advance that strategy and push the industry toward breakthroughs in key technologies and industrialization capabilities that constrain its upgrading and transformation. She expressed hope that local printing management departments, printing industry associations and printing research institutions would continue to submit strong projects, and said the Printing and Distribution Management Department would continue over the next two years to actively coordinate with relevant state departments to fund innovative projects that help accelerate building China into a strong printing nation.
The 10 projects and their funding amounts are:
- Peking University Founder Group digital inkjet technology and equipment industrialization project: RMB 12.8 million;
- Beijing Zhongyin Zhoujin Technology Co., Ltd. thermal digital computer-to-plate (CTP) industrialization project: RMB 3.4 million;
- Beijing Keyin Xiandai Printing Technology Co., Ltd. chemistry-free CTP plate material industrialization project: RMB 1.8 million;
- Beiren Printing Machinery Co., Ltd. digital folio-size sheet-fed multi-color offset press industrialization project: RMB 10.9 million;
- Beijing Kangdexin Composite Material Co., Ltd. digital pre-coated film technology R&D and industrialization project: RMB 5.4 million;
- China Printing Science and Technology Research Institute Key Laboratory for the Industrialization of Green Printing Technology construction project: RMB 900,000;
- Wuxi Wanli Adhesive Materials Co., Ltd. PUR bookbinding hot melt adhesive industrialization project: RMB 2 million;
- New Oriental Ink Co., Ltd. eco-friendly ink project for food packaging: RMB 8.2 million;
- Guangdong Tianlong Ink Group Co., Ltd. water-based ink and core resin R&D and industrialization project: RMB 5.5 million;
- Shaanxi Beiren Printing Machinery Co., Ltd. wide-format satellite-type high-speed flexographic printing press industrialization project: RMB 3.3 million.
