Recycled Paper Industry Gathers in Yangzhou to Discuss a Green, Low-Carbon Circular System: The 6th China Recycled Paper Industry Conference Opens

On August 17, Yangzhou, Jiangsu Province, welcomed the 6th China Recycled Paper Industry Conference. Guided by the theme “Strengthening the Foundation and Expanding Sources to Build a Green, Low-Carbon Circular System,” delegates from relevant national recycled paper departments, industry experts, papermaking enterprises, recycling companies, waste paper traders and equipment service providers came together to identify new development paths for the recovered paper industry.

Zhang Fan, director of the Comprehensive Resource Utilization Division of the Department of Energy Conservation and Comprehensive Utilization at the Ministry of Industry and Information Technology (MIIT), said in his remarks that MIIT will strengthen its efforts to further improve the waste paper recycling and utilization system. First, it will advance standardized management of waste paper processing, cultivate and expand backbone enterprises, establish operation-tracking mechanisms for compliant companies, monitor industry development and enterprise production and operations, and encourage papermaking companies to cooperate with waste paper utilization enterprises to build large centralized waste paper collection and distribution centers. At the same time, focusing on industrial solid waste, MIIT will build another group of comprehensive industrial resource utilization bases, direct resource factors toward advantageous enterprises and regions, and drive standardized and sustainable development of the industry.

On the other hand, MIIT encourages the use of artificial intelligence, big data, blockchain and 5G modern communication technology to raise the automation and intelligence level of production lines; accelerate the application and promotion of blockchain technology in waste paper processing quality management and quality traceability; strengthen grading, scoring and classification management across waste paper recycling and processing links; improve the quality of waste paper processing products; enhance environmental-protection and safety facilities; elevate the industry’s overall green development level; and promote the green and intelligent transformation of waste paper processing enterprises.

Wu Chuanliang, director of the Wholesale Industry Development Division of the Department of Circulation Industry Development at the Ministry of Commerce, outlined plans and thinking for building renewable resource green sorting centers. First, strengthen standardized management by advancing legislation for the renewable resource recycling industry and further clarifying the responsibilities of producers, sellers and consumers. Second, improve the standards system by creating a recycling standards framework in which national, industry and local standards are coordinated and unified, while mandatory and recommended standards complement each other, and by encouraging group standards and enterprise standards. Third, strengthen statistical analysis: following the requirements for a circular economy statistical indicator system, and relying on the key-enterprise liaison system, improve the renewable resource recycling statistics system, unify the scope, caliber and methods of renewable resource recycling statistics, and optimize the statistical sample structure. Fourth, promote industry innovation and development and guide the transformation and upgrading of the renewable resource industry.

Xu Tiecheng, president of the China Renewable Resources Recycling Association, noted that China’s recovered paper enterprises and papermaking enterprises urgently need to improve the operation and management capacity of the existing recycling system, consolidating its foundation through standardization, networking and systematization in order to “strengthen the foundation.” They must also quickly adjust their raw material mix and procurement strategies, empowering the traditional recycling system through industry-chain cooperation, the digital economy and new recycling models and fields in order to “expand sources” and lay a foundation for the next stage of development.

Professor Dai Tiejun of Beijing University of Technology presented research on the carbon emission reduction contribution of the waste paper circular utilization industry. Entrusted by the National Development and Reform Commission, the China Renewable Resources Recycling Association undertook the 2022 research task “Research on the System for Promoting the Use of Renewable Resources and Its Contribution to Carbon Peaking and Carbon Neutrality,” and plans to release the “White Paper on Research on Carbon Emission Reduction in the Waste Paper Recycling and Utilization Industry” by the end of 2022.

During the conference, the organizers also held a plaque-awarding ceremony for the first batch of “Renewable Resource Green Sorting Center Certified Enterprises” and released the list and report of the “Top 20 Enterprises in the Recovered Paper Industry for 2020 and 2021.”

The conference was hosted by the China Renewable Resources Recycling Association and organized by the Waste Paper Branch of the China Renewable Resources Recycling Association, Jiangsu Zhilian Environmental Protection Machinery Manufacturing Co., Ltd. and Jiangsu Zhilian Renewable Resources Co., Ltd.
