Jiangxi Carton Packaging Plant Fined RMB 5,000 Over General Fire Hazards

On April 23, the Fire and Rescue Brigade of the Pingxiang Economic and Technological Development Zone in Jiangxi Province released information on six entities identified as having general fire hazards. One carton factory in Pingxiang, Jiangxi, received a RMB 5,000 fine tied to such hazards.

Pingxiang Shanhe Carton Packaging Co., Ltd.:

During a fire safety supervision inspection, the Fire and Rescue Brigade of the Pingxiang Economic and Technological Development Zone examined Pingxiang Shanhe Carton Packaging Co., Ltd., which is located in the West Zone Industrial Park of the Pingxiang Economic and Technological Development Zone, Pingxiang City, Jiangxi Province, and found that the company

had fire facilities and equipment that were configured and installed in a manner not compliant with applicable standards.

Under Article 5 of the Provisions on Fire Safety Supervision and Inspection (Order No. 120 of the Ministry of Public Security), and to push Pingxiang Shanhe Carton Packaging Co., Ltd. to fulfill its main responsibility as a social unit while alerting the public to fire safety, the relevant details are now being publicly disclosed:

1. Basic information about the unit

Pingxiang Shanhe Carton Packaging Co., Ltd. is located in the West Zone Industrial Park of the Pingxiang Economic and Technological Development Zone, Pingxiang City, Jiangxi Province. It is an enterprise within the park, with a total floor area of 2,200 square meters. Its business scope covers carton packaging, design, sales, and the sale of paper products.

1. Fire safety administrative penalty

In accordance with Article 60, Paragraph 1, Item 1 of the Fire Protection Law of the People's Republic of China, the decision is to impose a fine of exactly RMB 5,000 on Pingxiang Shanhe Carton Packaging Co., Ltd.

Beyond self-inspection for fire hazards, paper mills and carton factories are reminded to carry out the following fire prevention measures:

1. Provide a well-lit working environment;
2. Organize frequent fire drills to raise employees' fire prevention awareness;
3. Arrange suitable insurance against potential fire-related losses at the factory;
4. Warehouses must adopt strict management systems and implement safety measures for fire prevention, explosion prevention, and related risks;
5. Production site layout should closely follow the production process and meet requirements for hygiene, fire prevention, explosion prevention, and leakage prevention.

Inspect carefully and strictly guard against five major fire hazards:

1. Maintain equipment regularly and strengthen cleaning. Machines must never run short of oil and should remain properly lubricated; paper scraps, dust, and similar materials should also be cleaned frequently.
2. Check machine electrical wiring often to prevent unnecessary losses caused by aging lines and similar problems;
3. Tighten management of flammable materials and do not leave them near machines;
4. Operations must strictly follow operating procedures, and any action that violates operating specifications is prohibited;
5. Fire lanes must remain unobstructed and must not be blocked; fire extinguishers should be placed at each control point and checked regularly to ensure they are in good condition.
