Hunan Plans 41 More Administrative Fee Cuts, with Printing Business License Cost Included

Recently, an official with the Hunan Provincial Department of Finance said the province will abolish 41 administrative and institutional fees, and the printing business license cost fee is among them.

On the 9th, at a press conference on institutional development for the province-wide Party mass line education and practice campaign, the official explained that to ease the burden on businesses and residents, Hunan will first fully carry out this year's 14 administrative and institutional fees cancelled or exempted by the Ministry of Finance and the National Development and Reform Commission. Building on that, the Provincial Department of Finance, together with the provincial pricing authorities, plans to scrap another 41 fees. Initial estimates indicate the province's fee items will fall 27.5% from 2012, saving affected enterprises and individuals roughly CNY 780 million a year.

The 41 fees targeted for removal include several affecting individuals: certificate cost fees such as technical school graduation certificates, in-service training fees and pre-employment training fees charged by human resources and social security departments; certified public accountant registration and annual inspection fees, plus registered appraiser registration and annual inspection fees, charged by finance departments; door or building plate cost fees charged by public security departments; practice registration fees for grassroots legal service workers charged by judicial departments; and nurse practice certificate cost fees charged by health departments.

For enterprises, the list covers verification fees for publicly distributed newspapers and periodicals (including certificate renewal fees) and the printing business license cost fee, both from press and publication departments; road transport business license (four certificates) cost fees, road transport certificate (including teaching vehicle certificate) cost fees and passenger transport sign plate cost fees from transport departments; railway tank car repair and inspection license fees, automobile tank car repair and inspection license fees, chemical cleaning license fees, water quality monitoring license fees and boiler room design drawing review fees from quality supervision departments; public civil air defense engineering maintenance fees from civil air defense departments; and government procurement bidding document cost fees from government centralized procurement agencies.

To ensure the policy takes effect, the Provincial Department of Finance and relevant departments will conduct a full review of administrative and institutional fee items, issue the Catalogue of Administrative and Institutional Charge Items of Hunan Province, publish the items still retained, and actively invite oversight from enterprises, the public and all sectors of society, making charges more transparent. Special fee inspections will also be carried out to tighten fee discipline and standardize charging practices.
