Haiyan's Baibu Zone Turns to Cloud Monitoring to Help Printers Manage Pollution Risks
The Baibu Economic Development Zone (Baibu Town) in Haiyan County, Zhejiang Province, has introduced an 'Environmental Steward' program. Powered by digital capabilities within its Smart Environmental Protection Management Platform, the initiative applies cloud-based supervision to lower environmental risks and hidden hazards among printing businesses in the area.
At the Environmental Steward office in Baibu Economic Development Zone (Baibu Town), staff monitor discharge data from the printing cluster. Chen Changrong, who leads the Baibu Environmental Steward project team, explained that any abnormal operating condition in pollution-generating or pollution-control equipment triggers alerts on both computers and mobile phones. One incident prompts an SMS to the business owner, while repeated alarm events lead the site to be classified as a medium- or high-risk enterprise.
The efficiency and accuracy of this cloud-based supervision come from an electricity consumption monitoring system installed at the enterprises. Since March this year, Baibu has deployed the system at more than 120 printing companies in its jurisdiction that have pollution-control facilities. It continuously gathers operational data from those facilities and combines it with existing online pollution-source monitoring and automatic environmental quality monitoring station data to form a comprehensive monitoring and oversight framework.
Zhu Jianwei, head of Haiyan County Huaxin Printing Industrial Co., Ltd., noted that equipment faults can sometimes go unnoticed. With real-time platform monitoring, he said, the company can avoid certain risks. When pollution-control facilities behave abnormally, the system immediately informs the company's responsible person to conduct a self-check, addressing the issue before it develops.
The Environmental Steward team has also placed inspection QR codes at 449 hazardous-waste and waste-gas points across the printing park and cluster. Inspectors scan the codes on site to see each point's inspection priorities. Once inspection photos and data are uploaded to the Smart Environmental Protection Management Platform, cloud computing assesses the enterprise's operating condition and assigns a dedicated red, yellow, or blue environmental code. For companies with greater environmental risk or more hidden dangers, the Environmental Steward organizes professionals to inspect on site and develop solutions.
A representative of Baibu Economic Development Zone (Baibu Town) described the effort as an experiment in digitalizing environmental supervision. With the Baibu Smart Environmental Protection Management Platform in place and the Environmental Steward engaged, regulatory blind spots in pollution prevention and control for the printing industry are expected to be further reduced, giving companies more scientific guidance on pollution control.
