Green Printing Named Among China’s 12 Priorities for 2013 Press and Publication Reform
On January 31, 2013, the General Office of the General Administration of Press and Publication issued a notice outlining 12 work priorities for press and publication reform and development in 2013. Green printing technology, multimedia printed reading materials and green printing industrial bases were among the listed priorities. The notice also reaffirmed the guiding idea that “reform is always in progress and never completed,” calling for reform to be advanced from a higher starting point with stronger determination and more effective measures.
2013 Press and Publication Reform and Development Work Priorities
The 2013 agenda is guided by Deng Xiaoping Theory, the important thought of the “Three Represents” and the Scientific Outlook on Development. It also implements the spirit of the 18th CPC National Congress and follows the central government’s cultural reform and development plans. With the goal of building a strong press and publication nation, the work requires a firm commitment to the idea that “reform is always in progress and never completed,” and calls for faster reform from a higher starting point through stronger resolve and more effective measures.
- Administrative system reform and government function transformation. Government-market relations should be handled properly, allowing the market to play a positive role in allocating press and publication resources. Following the separation of government from enterprises, public institutions, capital and market intermediaries, as well as the separation of management from operation, press and publication authorities should move further from direct operation to regulation and from micro-level to macro-level management. They should better perform policy adjustment, market supervision, social management and public services, and build a unified macro-control system with clear responsibilities and orderly operation. Policy guidance should be improved, market oversight strengthened, and an institutional and market environment created that supports public-interest institutions, industry growth and innovation. Administrative approval reform should be deepened, and credit supervision and dishonesty punishment systems should be established faster.
- Corporate transformation of non-current-affairs newspaper and periodical publishers and reform of editorial departments. The wrap-up of the first and second batches of central and local non-current-affairs newspaper and periodical publishing units should be completed. Against requirements such as cancelling public-institution staffing, deregistering public-institution legal-person status, completing enterprise business registration, signing labor contracts and joining social insurance, efforts should be intensified, supervision strengthened and reform ensured to be standardized and fully implemented. The General Administration of Press and Publication’s “Implementation Measures on the Reform of the Editorial Department System of Newspapers and Periodicals” should be carried out, and reform of editorial departments without **** legal-person status should be fully launched, with phased targets, classified guidance and steady progress. Academic journal reform should also advance, with effective ways explored to support academic journals through funds, fiscal and tax policies.
- Consolidating reform results in publishing and distribution and building a modern enterprise system. In line with the goals of institutional innovation, mechanism transformation, market orientation and capacity building, the “Opinions on Further Deepening the Reform of the Publishing and Distribution System” should be formulated. Publishing units already converted into enterprises should be encouraged to adopt a modern enterprise system, improve corporate governance, carry out corporatization and shareholding reform, and drive internal institutional and mechanism innovation. The aim is to create asset organization forms and management models that meet modern enterprise requirements and reflect press and publication characteristics, thereby strengthening market competitiveness through effective institutional arrangements.
