Dangerous Goods Export Packaging Compliance: Performance Certificate Must Match the Cargo

A recent on-site inspection of a pesticide shipment by Shandong Tai'an Inspection and Quarantine Bureau uncovered a goods-certificate mismatch in dangerous goods export packaging. A responsible official reminded exporters that for the 'Performance Test Result Certificate for Transport Packaging of Export Goods' issued to a dangerous goods packaging manufacturer, the specifications, model and product structure must align with the periodic performance test report. Exporters should also verify cargo and certificate before declaration to avoid economic losses from similar oversights.

Under Chinese regulations, the performance inspection result sheet for export transport packaging of dangerous goods must match the periodic performance test report in specifications, model and product structure. If the shipment is detained by inspection and quarantine authorities due to a goods-certificate mismatch, the resulting loss can far exceed any short-term gain.

In the inspection, the performance result sheet submitted by the company described the declared packaging as combination packaging: a carton outer container and plastic bottle inner containers. Although the cartons used on site matched the sheet in specifications, the declared product was solid powder and was not portioned into plastic bottles; instead, aluminum foil pouches were used, creating a goods-certificate inconsistency.

It is also advisable to check in advance whether the manufacturer can provide the corresponding performance result sheet before purchasing, so as to avoid similar mistakes that delay shipment and cause economic losses.
