China Seeks Input on Printing Industry Regulation Overhaul; Draft Targets Four Priorities

Industry standards may set the direction for growth, but market access and competitive order are shaped largely by rules and regulations. Relevant authorities have recently begun seeking feedback on proposed amendments to China’s Regulations on the Administration of the Printing Industry, with the aim of supporting a fairer and more orderly competitive mechanism.

A fair competitive environment depends on sound institutional foundations. Since the Regulations on the Administration of the Printing Industry took effect in 2001, they have contributed positively to regulating industry order and supporting healthy sector growth. As market conditions and industry practices have evolved, however, calls to revise and improve the Regulations have increased. Research on the revision began as early as 2009; opinions were gathered extensively from local printing regulatory departments, several specialized investigations were conducted, and a first draft has now been produced. The next step is to refine that draft based on input from all stakeholders and work toward submitting it to the Legislative Affairs Office of the State Council for review as soon as possible.

The amendment will focus primarily on four areas: first, strengthening quality supervision and management duties, with printing quality violations subject to investigation and handling in accordance with the law; second, improving the annual verification system, using annual verification to clarify and enhance the exit mechanism and thereby support industrial restructuring; third, adjusting administrative penalty authority, increasing penalties for illegal printing activities to reflect an “easy entry, strict management” approach; and fourth, supporting the growth of green printing and digital printing while encouraging and guiding enterprises to undertake technological transformation. The authorities also welcome further and better opinions and suggestions on these points.
