China’s 12th Five-Year Service Industry Plan Puts Printing & Reproduction on a Quality, Green and Digital Track
The State Council has issued the 12th Five-Year Plan for Service Industry Development. Under the plan, press and publication are named a cultural industry priority for the 12th Five-Year period, while the printing and reproduction sector is directed to raise its development quality through green printing and digital printing projects.
For cultural industry growth during the 12th Five-Year period, the plan identifies several priority areas, covering culture and arts and online cultural products, radio/film/television, and press and publication.
In culture and arts and online cultural products, the plan encourages innovation in both the content and format of performing arts programs, promotes nationwide performance circuits, and calls for faster development of theatres, performance venues and e-ticketing infrastructure. The targets include 1–2 performing arts industry cluster zones and around 10 nationwide or cross-regional performing arts circuits. It also calls for R&D on animation-related technical standards, development of online games and electronic games, and support for domestic game products going global. New entertainment formats with ethnic character, wholesome positioning and advanced technology should be actively developed. Fine arts creation is to flourish, market order is to be regulated, and the art products industry is to grow in a healthy way.
The plan says ethnic cultural elements should be tapped and regional characteristics highlighted to advance traditional handicraft products. Art and creative design should be vigorously developed. Cultural content should be more tightly integrated with advanced digital technology to cultivate the digital cultural industry. It encourages R&D of online cultural products with independent intellectual property rights and distinctive Chinese ethnic features, stronger originality and cultural taste, and the creation of influential online cultural brands.
In radio, film and television, the plan advances major projects such as next-generation broadcasting networks, satellite direct broadcast radio and television, terrestrial digital television rollout, digitalization of broadcast coverage and transmission, high-definition television, urban digital cinemas, domestic film and TV dramas, film and TV animation, and documentaries. It aims to basically complete a nationwide urban digital cinema coverage network. New media and new formats such as mobile multimedia and online radio and television will be vigorously developed, with nationwide operation of mobile multimedia broadcasting and television accelerated. The film and television industry, film and TV animation industry, film and TV documentary industry, film and TV production industry, and online audiovisual industry are all to be accelerated.
In press and publication, the plan calls for faster implementation of the press and publication quality works project, a planning network system for key publications, guidance for creating and producing quality publications, and support for creation and R&D of animation and gaming publishing products and originally created ethnic online publishing products. Press and publication industrial belts and bases will be built more quickly. Enterprises should upgrade equipment and products should carry more technological content, with the press and publication science and technology innovation project vigorously implemented. Formulation and revision of basic standards and core standards for new formats will be accelerated, and standards publicity and implementation strengthened. Building massive digital content resource platforms is encouraged.
For distribution and circulation, the plan seeks to improve the publication distribution network, accelerate a nationwide publication logistics system, and expand outlet coverage, striving to achieve a book mall in every city, a bookstore in every county, an outlet in every township, and a reading room in every village. The printing and reproduction industry is required to improve development quality and implement green printing and digital printing projects. Cross-strait exchanges and cooperation will be vigorously promoted. The “Classic China” publishing project, trading platform construction, expansion of publication marketing channels, and brand building for publishing and media enterprises are also included.
