Cangnan Jinxiang Printing Inspection: Two Firms Ordered to Rectify and Face Penalties for Environmental Violations

Recently, the Cangnan Branch of the Wenzhou Municipal Bureau of Ecology and Environment organized a concentrated inspection of the packaging and printing industry in Jinxiang. Enforcement officers found environmental violations at two printing companies on site. Both companies have now been told to make immediate corrections and will face corresponding administrative penalties.

Two printing plants caught on site over environmental issues

When officers arrived at a printing factory in Jinxiang Third Industrial Zone, its printing workshop was in operation, the workshop door was open, and exhaust fans were discharging air outdoors.

A clear printing odor was present. After opening the electrical box, officers saw that the breaker for the company's waste-gas treatment facility had not been switched on, leaving the waste-gas treatment equipment shut down.

Separately, during inspections on Hongye Road in the Second Industrial Park of Jinxiang Town, officers noticed that leaves on plants beside the exhaust outlet of a color printing company's waste-gas treatment facility were completely still, which raised their suspicion. After entering the company, their suspicion was confirmed:

In reality, the company's waste-gas treatment system was not functioning properly.

Both companies will face administrative penalties

Both companies are suspected of violating Article 45 of the Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution. This article states that production and service activities generating waste gas containing volatile organic compounds must be carried out in enclosed spaces or equipment, and pollution prevention and control facilities must be installed and used in accordance with regulations; where enclosure is not possible, measures must be taken to reduce waste-gas emissions.

The two firms were each instructed to carry out immediate rectification, and both are set to receive corresponding administrative penalties.

During enforcement, officers found that some companies are not sufficiently aware of pollution prevention in production. They assume that once pollution-control facilities are installed, everything is fine, overlooking that routine maintenance and normal operation are the top priorities of environmental supervision.

In the future, the Cangnan Branch of the Wenzhou Municipal Bureau of Ecology and Environment will expand awareness-raising efforts, continuously reinforce companies' environmental awareness, and urge them to properly maintain and operate their pollution-control facilities.
