2021 Jinzhou Printing and Packaging Labor Consultation Reaches Four Consensus Points, Including RMB 200 Monthly Position Wage Increase

The 2021 collective consultation for Jinzhou City, Liaoning Province’s printing and packaging sector was recently convened in the fourth-floor meeting room of the Municipal Federation of Trade Unions. Attendees included Meng Jun, Vice Chairman of the Jinzhou Municipal Federation of Trade Unions; Huang Wei, Director of the Labor Relations Division of the Jinzhou Municipal Human Resources and Social Security Bureau; and Zhou Chen, Director of the Organization and Democratic Management Department of the Jinzhou Municipal Federation of Trade Unions. More than 30 participants joined, including labor and management representatives from the printing and packaging industry and chairpersons of grassroots trade unions. Shi Liang, chief representative of the employee side, chaired the session.

After nearly two hours of friendly consultation, the two sides reached consensus on four items: increasing wage standards for employee positions; signing labor and service contracts in accordance with laws and regulations; caring for employee health and strengthening labor protection; and improving employee benefits. The outcome was regarded as encouraging.

Increasing employee position wages

Drawing on an earlier questionnaire survey, the employee side proposed a 200-yuan monthly wage increase across each employee position.

Jiao Wei, chairman of Jinzhou Guanghua Printing Co., Ltd., described employees as an enterprise’s valuable asset. He said companies must retain talent, strike a balance between corporate and employee interests, and adopt incentive policies. He fully backed the employee side’s proposal and added that better-performing units should give employees larger raises to sustain their dedication and enthusiasm for their work.

Signing “labor and service contracts” in accordance with laws and regulations

Huang Wei, Director of the Labor Relations Division of the Jinzhou Municipal Human Resources and Social Security Bureau, explained policies related to the Labor Contract and the Service Contract. His briefing helped both sides better distinguish the two contract types and understand how to sign them and why each party should keep a copy. Employer-side leaders agreed to conduct a careful post-meeting review and promptly sign any contracts that had not yet been completed.

Strengthening labor protection and caring for employee health

Jiang Tiejun, deputy general manager for administration at Jinzhou Jinri Paper Co., Ltd., responded that protecting employee health is a responsibility the employer side should fulfill. He said the company would increase investment in labor protection, guarantee both the quantity and quality of protective supplies, and put employee health first.

Increasing benefits and raising the employee happiness index

When employee benefits were discussed, company executives contributed suggestions aimed at helping employees genuinely feel the enterprise’s care and warmth. Employee-side representatives said such attention warms workers’ hearts. They added that trade union organizations at all levels should guide employees to align with their enterprises, build collective strength, overcome difficulties together, and repay the company and society through outstanding performance.

Meng Jun, Vice Chairman of the Municipal Federation of Trade Unions, noted that most printing and packaging companies have relatively few employees. He called for targeted training tailored to industry characteristics to upgrade employees’ skills. This, he said, would benefit workers while improving enterprise efficiency, thereby stabilizing employment, advancing business development, and contributing to social stability.
