Zhejiang Releases 2014 Printing Encouragement Catalogue, Highlighting Green, Digital and Automated Upgrades

Editor's note: On July 1, 2014, the Zhejiang Provincial Administration of Press, Publication, Radio, Film and Television issued a notice releasing the Reference Catalogue of Encouraged Development Printing Projects (2014). The catalogue is intended to implement the Scientific Outlook on Development, phase out outdated printing equipment, processes, technologies and production capacity, advance the transformation and upgrading of Zhejiang's printing industry, and support the building of Beautiful Zhejiang. It was prepared by industry experts organized by the Zhejiang Printing Association.

To implement the Scientific Outlook on Development, eliminate outdated printing equipment, processes, technologies and capacity, advance the transformation and upgrading of the province's printing industry and build Beautiful Zhejiang, the Zhejiang Provincial Administration of Press, Publication, Radio, Film and Television entrusted the Zhejiang Printing Association with organizing industry experts to study and formulate the Reference Catalogue of Encouraged Development Printing Projects (2014), which is hereby issued.

Localities should report their implementation progress to this Administration in a timely manner.

Reference Catalogue of Encouraged Development Printing Projects (2014)

In line with the former General Administration of Press and Publication's Twelfth Five-Year Plan for the Development of the Printing Industry, and the printing-related entries in the National Development and Reform Commission's Guiding Catalogue for Industrial Structure Adjustment (2011 Version) (2013 Amendment), referred to as the Industrial Catalogue, and the Catalogue of Encouraged Imported Technologies and Products (2014 Edition), referred to as the Encouraged Catalogue, and taking into account the actual development of the province's printing industry, the Reference Catalogue of Encouraged Development Printing Projects (2014) is formulated.

I. General Requirements for Encouraged Development Printing Projects

The projects should align with the overall printing technology direction of digital and networked prepress, multi-color printing, diversified and automated postpress, and high-quality and serialized equipment and materials; meet the implementation requirements of green printing; and support the promotion of digital printing and printing digitalization.

II. Relevant Encouraged Industrial Development Entries Covered by Encouraged Development Printing Projects

1. Development, production and application of biodegradable plastics and their series products (Industrial Catalogue, encouraged category - light industry - item 5).
2. Development and application of high-tech and digital printing technologies and high-definition plate-making systems (Industrial Catalogue, encouraged category - light industry - item 12).
3. New packaging materials such as vacuum aluminum plating, silicon oxide spray coating, polyvinyl alcohol (PVA) coated films, functional polyester (PET) films, oriented polystyrene (OPS) films, and paper-plastic based multilayer co-extrusion or lamination (Industrial Catalogue, encouraged category - light industry - item 14).
4. Two-color and above metal sheet printing, supporting UV curing, thin sheet lamination, and high-speed food and beverage can processing and supporting equipment manufacturing (Industrial Catalogue, encouraged category - light industry - item 15).
5. Supply chain management technology services for publications and other cultural products (Industrial Catalogue, encouraged category - modern logistics - item 4).
6. Development and services of emerging cultural technology support technologies such as digital technology, high-fidelity simulation technology and high-speed computing technology (Industrial Catalogue, encouraged category - science and technology services - item 5).
7. Construction of facilities for culture and arts, press and publication, radio, film and television, mass culture and science popularization (Industrial Catalogue, encouraged category - education, culture, health and sports services - item 5).

III. Technical Applications and Parameter Indicators for Encouraged Development Printing Projects

1. Folio-size sheet-fed single-side multi-color offset press: printing speed > 15,000 sheets/hour, paper size ≥ 720×1020 mm, 4 colors or more.
2. Folio-size sheet-fed double-side multi-color offset press: speed > 13,000 sheets/hour, paper size ≥ 720×1020 mm, 4 colors or more.
3. Full-size and super full-size sheet-fed single-side multi-color offset press: speed > 13,000 sheets/hour, paper size ≥ 1000×1400 mm, 4 colors or more.
4. Web offset press: speed ≥ 30,000 sheets/hour (web width ≥ 787 mm); commercial web offset press: speed ≥ 45,000 sheets/hour (web width ≥ 787 mm).
5. Newspaper web offset press: single-web single-width machine ≥ 35,000 sheets/hour; double-web double-width machine ≥ 150,000 sheets/hour.
6. Multi-color wide-format satellite flexographic press: speed ≥ 350 m/min (printing width ≥ 1300 mm); inline flexographic press: speed ≥ 150 m/min.
7. Environmentally friendly multi-color web gravure press: speed ≥ 300 m/min.
8. Digital presses: refer to the Catalogue of Production Digital Presses (2012).
9. CTP computer-to-plate machine: imaging speed ≥ 15 plates/hour (plate width ≥ 750 mm, repeat accuracy 0.025 mm, resolution ≥ 2540 dpi).
