Yuto Technology Starts Kunming Packaging Base: 36,713.94-Sq-M Plant Targets About RMB 500 Million in Annual Sales

On June 3, Yunnan’s Kunming High-tech Zone moved into the construction phase for the first batch of its 2021 key projects. All nine projects are industrial, spanning biomedicine and big health, electronic information, intelligent manufacturing and related sectors. They carry a combined investment of RMB 8.076 billion and are scheduled to be completed and put into operation within two years, which is expected to deliver stronger momentum for the zone’s high-quality development.

In recent years, Kunming High-tech Zone has tracked front-end industry trends and built a ‘two primary + two auxiliary’ framework covering biomedicine and big health, advanced metal materials, next-generation information technology and the digital economy, and modern services. Leveraging resource endowments, innovation strengths and industrial foundations, the zone uses investment promotion to drive clustering, its own advantages to shape park features, and technological innovation to strengthen growth momentum. It has attracted many leading companies and created numerous flagship products, forming an industrial system with distinctive local influence.

Industrial growth depends on projects, and project delivery underpins industrial growth. The nine projects launched this time include Zhongnan Hi-Tech · Kunming Zhihui Industrial Park; Kunming Yupu Plateau International Shooting and Archery Sports Park; Yuto Technology · Kunming Packaging Industry Base; Tsinghua Straits Health Technology Town; Yunnan People's Electric Power Electric Co., Ltd.’s intelligent comprehensive science and technology building and future science and technology building; Yunnan Lanfu Electron Accelerator Technology Co., Ltd.’s Kunming electron accelerator irradiation cluster; Yunnan Building Technology Information Industrial Park; Yunnan Lanlükang Pharmaceutical Co., Ltd.’s overall relocation and new plant construction; and Kunming Danqi Palace Food Co., Ltd.’s palace pastry house central factory.

Wang Xun, Director of the Kunming High-tech Zone Management Committee, said the committee will sharpen its service mindset, streamline procedures and improve efficiency. It will proactively handle supporting services such as water, electricity, roads, gas and communications, work closely with enterprises, address their practical difficulties and help projects complete construction and reach full production as early as possible.

Project snapshot: a closer look at the nine developments

1. Yuto Technology · Kunming Packaging Industry Base

The base will take up about 55 mu and involve an estimated total investment of RMB 220 million. A 36,713.94-square-meter plant is planned for R&D, design, production and sales of cigarette packaging boxes, consumer electronics, pharmaceutical and other consumer goods packaging. Annual sales are projected at about RMB 500 million.

1. Zhongnan Hi-Tech Kunming Zhihui Industrial Park

Occupying about 500 mu, the park will develop roughly 153 mu in its first phase, with a first-phase building area of about 149,000 square meters. Total investment is about RMB 2 billion. Once operational, it is expected to generate annual output value of about RMB 604 million and attract 40 enterprises, forming a diversified smart manufacturing park led by electronic information, biomedicine and big health, and intelligent manufacturing.

1. Kunming Yupu Plateau International Shooting and Archery Sports Park

With shooting and archery as its core theme and a sports-themed park as its setting, the project will create a ‘one center, five zones’ landscape. Sports facilities will include an athletes’ hotel, indoor and outdoor shooting and archery training venues, football fields, basketball courts, badminton courts, volleyball courts and a lavender clay-pigeon shooting range. Leisure facilities will include a water park, a children’s water play area, a tent camp and a wetland mini-train experience.

1. Tsinghua Straits Health Technology Town

The town is invested and developed by Fuzhou Qingzhi Technology Co., Ltd., a subsidiary of the Tsinghua Straits Research Institute. It has total investment of RMB 5 billion and covers 392.7 mu. Industry-led, it plans to bring in leading plant-based new drug companies, traditional Chinese medicine enterprises, nutrition medicine and health care businesses, and medical and medical device R&D firms. It will also build a specialized R&D center cluster focused on artificial intelligence, the digital economy, cloud computing, internet plus big health and technology incubators, supported by Taiwan’s high-end professional talent and the expert committee of the health technology product R&D center. After completion and production, it is expected to generate annual output value of RMB 1 billion and tax revenue of RMB 150 million, creating a health technology town that combines high technology with ecological sustainability.

1. Yunnan People's Electric Power Electric Co., Ltd. intelligent comprehensive science and technology building and future science and technology building construction project

The company plans to build a new intelligent comprehensive science and technology building and a future science and technology building, with planned investment of RMB 60 million and a building area of about 28,000 square meters. The facilities will mainly support R&D in electrical intelligence, including high-voltage vacuum components and switchgear, intelligent medium-voltage switch components and complete equipment, eco-friendly medium-voltage gas-insulated switchgear, intelligent (communicable) low-voltage electrical apparatus, energy-saving transformers, intelligent charging pile equipment and supporting systems. The project is expected to reach full production in three years, after which annual sales revenue is projected to rise by more than RMB 30 million.

1. Yunnan Lanfu Electron Accelerator Technology Co., Ltd. Kunming electron accelerator irradiation cluster project

With total investment of RMB 140 million, the project is expected to begin construction in September. Its construction area is 26,657.55 square meters and building area is 29,796.40 square meters. Once the plant is completed, it will be equipped with two high-energy electron accelerator systems and two low-energy electron accelerator systems, mainly serving agriculture, medicine and industry. At full production, annual sales revenue is expected to reach RMB 100 million, with annual national tax payments of RMB 15 million.

1. Yunnan Building Technology Information Industrial Park

The project has total investment of RMB 120 million and a total planned area of about 35,000 square meters. Against the backdrop of Yunnan Province’s policy to promote sustained and healthy growth in the construction industry, the park closely follows the national ‘five-in-one’ overall layout and the ‘four comprehensives’ strategic layout. It seizes strategic opportunities from the Belt and Road Initiative and the construction industry’s transformation and upgrading, adheres to development concepts of science and technology, innovation, coordination, green and openness, and plans and builds around consultation, co-creation and sharing as its development theme.

By clustering high-tech information industries in construction, the park aims to use industrial clusters to drive its growth and expansion. It seeks to create a new ecosystem for Yunnan’s construction industry, promote the sector’s shift from traditional production methods to modernized approaches, support its sustained and healthy development, promote a ‘Built in China’ brand with Yunnan characteristics, and build a one-stop service industrial park for modern architectural science and technology R&D and high-end construction. The park will integrate the modern construction industry’s digital economy, science and technology R&D, technology upgrading, technical review, technical testing, administrative approval, talent training and information sharing.

1. Yunnan Lanlükang Pharmaceutical Co., Ltd. overall relocation and new plant construction project

Covering about 27 mu with total investment of about RMB 75 million, the project responds to the actual needs of current pharmaceutical production and operations and supporting facilities, while considering future industry chain expansion, product mix adjustments and new product additions. It will build nearly 30,000 square meters of pharmaceutical production workshops that comply with Good Manufacturing Practice, along with a R&D center base and other facilities.

1. Kunming Danqi Palace Food Co., Ltd. palace pastry house central factory

The project has a land area of 19,992.51 square meters (about 30 mu), total building area of 24,482.27 square meters and total investment of RMB 160 million. Its overall construction mainly comprises an office and pilot-test building, a central plant and other facilities. After construction and operation, annual output value is expected to be RMB 160 million, with annual tax payments of RMB 2.6 million.
