Yuhuangmiao Cluster: Jinan Printing & Packaging Park Brings Together 26 Enterprises

Located in Yuhuangmiao Town, Shanghe County, the Jinan Printing and Packaging Industrial Park sends its printed and packaging products to more than 30 countries and regions, including Europe, the United States, Japan and Australia. Its enterprises rank among the province’s—and even the country’s—leading players in process technology and innovation, and have been named a “high-quality supplier” by customers for many years running. Printing and packaging accounts for one-third of SF Express’s supply share, while seed packaging holds 70% of the national market.

The park has a total investment of RMB 1 billion, covers 241 mu and offers 200,000 square meters of total floor area. It comprises six sub-projects—Zhongtuo, Hecheng, Quanxing, Boyang, Huayuan and Zhongteng—and includes 25 individual buildings such as production workshops, an R&D center and a Party-mass center. Its product range covers degradable fast-food boxes, degradable shopping bags, puncture-resistant heavy-duty packaging, color printed packaging, water-based ink printed packaging and premium box packaging. Once operational, it is expected to provide more than 1,000 jobs and generate RMB 1.7 billion in annual output value and RMB 110 million in tax revenue.

In recent years, Yuhuangmiao Town has built a printing and packaging cluster around the Jinan Printing and Packaging Industrial Park, bringing together 26 printing and packaging enterprises. Across sub-sectors such as electronics, technology, education, real estate, food, pesticides, toys, home furnishing and medicine, packaging cartons, boxes, bags, bottles, cans and tubes made in the town can be found.

Today, the cluster has formed long-term, stable strategic partnerships with nearly 100 international companies, including Taiwan Want Want Food, Taiwan Uni-President Enterprises, Qilu Pharmaceutical, JD.com, Three Squirrels and Tmall Supermarket, and serves as an outstanding supplier to these partners.

According to statistics, pharmaceutical packaging from the town accounts for 40% of the national market, while seed packaging accounts for 70%. Each year, it supplies SF Express with 43 million parcel boxes—90% of the Shandong market—and Qilu Pharmaceutical with 10 million packaging boxes in various sizes, or 75% of the province’s total. It also provides JD.com with 35 million parcels and Tmall with 50 million parcels, plus 50 million health-product packaging bottles annually to Shanghe Spet, meeting more than 50% of that company’s packaging needs.

Within the park, the six projects and 26 enterprises serve as upstream, downstream, and side-by-side links in each other’s supply chains. For example, paperboard from Zhongtuo feeds Zhongteng’s carton production, making them upstream and downstream players. Boyang and Quanxing make plastic bottles, while Hecheng and Huayuan produce plastic bottle labels, making them left- and right-bank partners. By clustering in the park, they have tightened the industry chain and made production and operations more convenient.

Industrial concentration also enables resource sharing. Companies in the park use a shared office building, a shared product exhibition center and a shared heating system. This avoids duplicate investment and construction, saves capital and supports intensive, economical land use.
