Xiaoxian Linping Paper Advances Listing, Expected to List Before April 2023; 900,000-Tonne Project Moves Ahead

At a recent Xiaoxian promotion meeting for enterprises preparing to go public, the head of Anhui Xiaoxian Linping Paper Co., Ltd. set out two specific needs in the company’s listing preparations: first, completing the debt-to-equity conversion before the end of November; second, obtaining government coordination with relevant departments to handle title certificates for some plant buildings and land that are still without them.

Founded in January 2002, Anhui Xiaoxian Linping Paper Co., Ltd. is located in the Xiaoxian Circular Economy Industrial Park. Its main output includes high-strength corrugated paper and high-grade linerboard for packaging. In 2020, its high-grade packaging paper accounted for a 48.2% share of the Anhui market. The company is currently carrying out the shareholding reform required for listing and expects to complete its listing and quotation before April 2023.

Going forward, Xiaoxian plans to deepen institutional and mechanism reform, remain prudent and inclusive within legal and regulatory boundaries, and do its utmost to help enterprises satisfy listing criteria. It will also ease the tax and fee pressure on listed companies and ensure that incentive and support policies are delivered in a timely manner. The county will use its entrepreneurs’ salon platform to enhance government-enterprise-bank communication and answer questions, thereby speeding up corporate listings. It will further intensify “dual recruitment and dual introduction” efforts, support high-quality development of the ten major emerging industries, and build a high-quality reserve cluster of prospective listed companies made up of quality enterprises, emerging industries and leading enterprises, while promoting the progression from sole proprietorships to enterprises, enterprises to above-scale companies, above-scale companies to shareholding companies, and shareholding companies to listed companies.

Anhui Xiaoxian Linping Paper Co., Ltd. currently has six production lines with a designed production capacity of 950,000 tonnes. The company’s new project is under way within its plant area in the Anhui Xiaoxian Circular Economy Park, covering 340 mu in total. It will build three papermaking lines with a combined annual output of 900,000 tonnes of new materials, namely high-grade linerboard and high-strength corrugated base paper. The project will adopt advanced 6600-type multi-fourdrinier multi-cylinder papermaking lines. PM7 will be a 300,000-tonne-per-year line for 80–200 g/m² linerboard; PM8 will be a 300,000-tonne-per-year line for 80–200 g/m² linerboard; and PM9 will be a 300,000-tonne-per-year line for 90–160 g/m² high-strength corrugated base paper. The project will create an annual production scale of 900,000 tonnes, supported by auxiliary works and environmental protection works.
