Xiamen Pilots Credit Scoring for Imported Wood Packaging Quarantine, With Stricter Checks Looming for Non-Compliant Importers
Citing a February 5 report by Taihainet, the Xiamen Inspection and Quarantine Bureau moved into the trial phase of the General Administration of Quality Supervision, Inspection and Quarantine's Guidelines for the Integrity Management of Quarantine of Imported Wood Packaging (Trial) on the 1st of this month. Under the arrangement, once one full scoring cycle — a single quarter — comes to an end, wood packaging imported by enterprises with violations on record will be subjected to tighter quarantine inspection.
As a bureau official explained, scoring under this integrity scheme is driven by what on-site quarantine actually turns up: imported wood packaging that carries no IPPC mark, that bears a mark failing to meet the standard, or that shows a compliant-looking mark yet harbours live insects is treated as non-compliant, attracting point deductions under the applicable rules. Those deductions are fed into the Entry-Exit Inspection and Quarantine Enterprise Credit Management System at the same time.
Wood packaging travels alongside an extraordinarily wide range of traded goods — practically every cargo category — and is likewise regarded as a significant vehicle for biological invasion, which is why quarantine authorities around the world have long made it a priority target for supervision. In 2012 alone, the Xiamen bureau's jurisdiction handled 57,523 declared batches of imported goods with wood packaging, worth USD 2.6 billion; 21,816 batches were pulled for quarantine sampling, and 12.4% of them failed to meet requirements, representing USD 200 million in value.
