World Packaging Industry Center Alliance Declaration Released at 2013 China (Hangzhou) World Packaging Industry Summit Forum

The 2013 China (Hangzhou) World Packaging Industry Summit Forum convened in Hangzhou with more than 600 attendees from around the globe. During the event, Wang Jiazhuo, Executive Chairman of the SME Alliance, read the Hangzhou Declaration of the World Packaging Industry Center Alliance. Packaging is a sunrise industry with broad reach and long-term growth potential. How the sector develops reflects a country's overall strength and competitiveness, and it also serves as a key marker of scientific and technological progress and social civilization.

First, the Asian Packaging Center of the World Packaging Organisation is the first global industry center that the organization has established in China. It now faces significant historic opportunities as well as challenges. It requires strong backing from government bodies, effective momentum from within China and from the organization, and active involvement by relevant enterprises.

Second, the World Packaging Industry Center Alliance operates on the core principles of voluntariness, equality, cooperation and mutual benefit. It is ready to work closely with all sectors of society to co-build the platform, share resources, create mutual benefit and win-win outcomes, and establish an open platform for cooperation, exchange and development.

Third, the alliance's mission is to use its cooperation mechanisms and methods to advance the integration of packaging industry resources and advanced elements. It aims to drive industry transformation and upgrading, strengthen innovation capacity, promote standardization and the green revolution, encourage resource conservation and circular use, and help the packaging industry move from large to strong.

Fourth, the World Packaging Industry Center's future development plan is to be rooted in Zhejiang, build a nationwide layout and reach out to the world. A headquarters base and a key Zhejiang base will be developed in Hangzhou; specialized or regional bases will be placed across China; headquarters will be established in Hong Kong and Shanghai; and several sub-bases or branches will be set up in major countries on five continents.

Fifth, as a commanding height of the packaging industry, the World Packaging Industry Center is an important platform for China's packaging sector and a major platform for the industry's development. It needs to pool strength and integrate resources to accelerate clustered, grouped and intensive growth.

Sixth, the center will cooperate with the SME Alliance, the World Packaging Organisation, the Organisation for Economic Co-operation and Development, the United Nations Industrial Development Organization and other institutions. Together they will regularly host large-scale packaging events such as the World Packaging Industry Summit Forum, packaging summits and packaging expos, with the goal of creating a world-class convention and exhibition platform for the packaging industry.

Seventh, the World Packaging Industry Center brings together science and technology, education, information, finance, culture, manufacturing, commerce and trade, logistics, construction and services. We will join forces with all institutions willing to take part in building this platform and turn it into a propeller for structural adjustment in China's packaging industry, an incubator for new packaging industries, and a demonstrator for the transformation and upgrading of Chinese industries.
