Under the Notice on Adjusting the Consumption Tax Policy on Tobacco Products issued by the Ministry of Finance and the State Taxation Administration, cigarettes are grouped into five tax tiers by price excluding VAT: 100 yuan/carton and above as Class I; 70-100 yuan/carton as Class II; 30-70 yuan/carton as Class III; 16.5-30 yuan/carton as Class IV; and below 16.5 yuan/carton as Class V. High-end cigarettes fall into Classes I and II, mid-range products are mainly Class III, and Classes IV and V represent lower-end cigarettes.

Tobacco cultivation is widely distributed across northern and southern provinces and autonomous regions in China. A total of 24 provinces and autonomous regions currently grow and produce tobacco leaves, forming six major production areas. Yunnan is the country's largest tobacco leaf producer; tobacco is also a key part of Yunnan's agricultural sector and plays a major role in the province's economy. Annual output of the tobacco products industry reached 835,400 tonnes, accounting for 38.79% of the national tobacco leaf production scale of 2,153,400 tonnes.

Because tobacco products create externalities—especially risks to public health—the government uses scientific systems to regulate production, circulation and consumption. This aims to support the industry's healthy and sustainable development while protecting smokers' health as much as possible.

China is home to nearly 140 million small and micro business owners, representing more than 95% of all market entities in the country. Tobacco packaging has remained at the forefront of China's packaging industry, creating the trend that 'for paper packaging, look to cigarette packs.'

After entering the 21st century, the tobacco sector in central and western China became the first domestically to launch laser rainbow card paper hard cigarette packs, prompting other cigarette factories to adopt laser rainbow card paper (holographic card paper). China's tobacco packaging market was valued at US$4.315 billion in 2020; it is expected to reach US$4.517 billion by 2023.
