The Technology Squeeze on Liquid Packaging Machinery: Import Reliance, Talent Gaps and a 'Three-No' Sector

China's packaging industry is still being held back by a long-standing issue: packaging machinery here leans too heavily on high-end technology from abroad, which keeps the sector from developing steadily and sustainably. In the liquid packaging machinery segment, the fallout from the Sanlu incident has yet to clear, demand has stayed weak for an extended period, and the technology carries hard constraints that cannot easily be avoided. According to Packaging e-Line, only a handful of domestic liquid packaging machinery builders can genuinely claim independent innovation and R&D capability.

Where the Technical Constraints Bite: Hygiene Consistency and the Interdisciplinary Talent Gap

Only when equipment delivers both consistency and continuity in hygiene and safety can it keep pace with changes in how raw materials behave in the original process. The tension between the industry's special requirements and the shortage of interdisciplinary technical talent is especially visible in dairy processing and packaging equipment: UHT and aseptic technology sit at a high technical tier, represent a comprehensive result of several related technical disciplines, and remain key technologies and equipment China has yet to break through. Manufacturers in dairy processing and packaging equipment face a compound set of demands — biopharmaceutical equipment manufacturing technology, the experience of dairy processing technologists, the capability for automation integration, and the means for total quality control.

Breaking through key technologies takes more than adequate R&D funding. The bigger question is whether a company can digest and absorb relevant advanced technology from overseas and, through innovation that fuses breakthroughs with integration, raise the overall reliability and safety of equipment performance. That calls for high-caliber interdisciplinary talent able to integrate technology and innovate. Because of the industry's development history and capital structure, the extreme scarcity of such talent is an indisputable fact — and a bottleneck holding back the sector's technical level.

The Distinctive Nature of the Dairy Packaging Machinery Sector

The contradiction between the industry's development pattern and the absence of macro guidance. This sector stands out for its wide technical span, strong comprehensiveness and large room for market growth. Yet its capital composition is relatively simple and its structure is fragmented: companies block one another, technology is monopolized, and closed-door development is a serious problem. Technically, most output consists of low-level, generic conventional equipment; high-quality talent is extremely scarce, and only a handful of manufacturers have independent innovation and R&D capability. Macro guidance is split across several industry associations and policies come from many sources, producing a 'three-no industry' — no clear macro direction, no development support policies and no supervision of technical standards — which severely limits gains in the overall technical level and leaves the sector far behind the growth of the dairy industry.
