Thailand Proposes New Prepackaged Food Labeling Rules at WTO, May Replace 2000-Era Regime

In a market economy, shifts in regulations and policies often ripple through affected industries. For export-oriented businesses, keeping pace with policy changes is especially important. Thailand has recently proposed new prepackaged food labeling regulations, and relevant Chinese companies should monitor the next steps closely.

Thailand's Food and Drug Administration recently submitted a proposal to the World Trade Organization (WTO) to implement new prepackaged food labeling rules. If approved, the new regulations would replace the labeling rules that have been in effect since 2000.

The proposed requirements cover the following: prepackaged food labels must align with the Codex general standard for the labeling of prepackaged foods; definitions are set for prepackaged food, best-before date, shelf life, food serial number, repackaging and allergens; with limited exceptions, all prepackaged foods must carry a food label; certain substances or ingredients in food must be clearly declared; minimum font sizes for label information are specified; and where prepackaged foods may contain certain allergenic ingredients, allergen information must be listed on the label.

In response, inspection and quarantine authorities advise relevant companies to: stay in contact with importers, inspection and quarantine agencies or industry associations, closely follow the revision and implementation dates of Thailand's prepackaged food labeling regulations, and study response measures as early as possible; examine Thailand's requirements in depth and design and label products strictly under the new rules; carefully review pathogens contained in products and clearly state the corresponding information on labels; and use the technical capabilities of third-party laboratories or inspection and quarantine service platforms to strengthen testing and support smooth exports.
