Shanghai Pujiang Inspection and Quarantine Bureau Builds Long-Term Supervision Mechanism for Export Dangerous Goods Packaging with Five Measures

Since the beginning of this year, the Shanghai Pujiang Inspection and Quarantine Bureau has embedded five measures into routine oversight, aiming to secure the transport safety of imported and exported dangerous goods and their packaging while gradually forming a sustainable long-term inspection and supervision mechanism.

The first measure centers on focused study of the Measures for the Classified Administration of Export Industrial Product Enterprises. This clarifies the regulatory boundary: dangerous chemicals and their packaging should be subject to inspection and supervision under a tight supervision approach.

The second measure targets reviews of the sales scope of dangerous goods packaging manufacturers. Operations without a production license, operations after a license has expired, and business beyond the licensed scope are firmly cracked down on. For small third-class packaging factories, the bureau has strengthened periodic spot checks, verifying whether raw and auxiliary materials meet dangerous goods production requirements and whether dangerous goods markings are printed in line with relevant rules; it also strictly prohibits excessive use of recycled material to reduce costs, which can lead to nonconforming dangerous goods packaging.

The third measure is the continued rollout of special quality and safety rectification, alongside ongoing entity-level control over dangerous goods producers. Based on how each producer's quality management system operates, visits are organized by group, district, and priority. Export dangerous goods enterprises within the jurisdiction are screened, with checks focused on credit records, key process control points, and awareness of their products' physical and chemical properties; follow-up supervision of rectified nonconformities is also carried out to ensure the special rectification delivers real results.

The fourth measure increases special rectification in key areas and breaks down task targets into quantified assignments. The jurisdiction is divided into several responsibility districts, with supervisory staff assigned to blocks and specific inspection and supervision duties allocated to individuals. Work is carried out strictly under laws and regulations governing dangerous goods inspection and their packaging, and corresponding enterprise quality files are established.

The fifth measure raises the sensitivity of daily dangerous goods inspection and strengthens reporting on major business matters. The Chemical and Mineral Division of the Pujiang Bureau applied its professional expertise in judging the compatibility of dangerous chemicals and their packaging, helping increase the detection rate of nonconformities.
