Shanghai Postal Administration and Five Departments Release Express Packaging Green Transition Plan, Setting 2021 and 2024 Milestones
The Shanghai Postal Administration has joined hands with five municipal bodies—the Shanghai Municipal Development and Reform Commission, the Shanghai Municipal Commission of Economy and Informatization, the Shanghai Municipal Commission of Commerce, the Shanghai Municipal Administration for Market Regulation and the Shanghai Municipal Administration of Greenery and City Appearance—to release the Implementation Plan of Shanghai Municipality for Accelerating the Green Transformation of Express Packaging (the Plan). The move is intended to tighten express packaging governance in the city and speed up its green transition.
The Plan sets out to accelerate the 'green revolution' in express packaging by fully standardizing industry management, strengthening coordination across the value chain, expanding the supply of green products, fostering innovative models, and improving regulations, standards and policy frameworks. By 2021, standardized e-commerce and express delivery management is to be widely adopted; the proportion of e-commerce express parcels no longer subject to secondary packaging is to reach 90%; and the use of recyclable express boxes and cases is to reach 300,000 units, with clear gains in standardized, green and recyclable express packaging. By 2024, e-commerce express parcels are expected to basically no longer undergo secondary packaging, and recyclable express boxes and cases are to reach 500,000 units. At that point, the city's express packaging will basically achieve green transformation, a system of laws, regulations and standards compatible with green concepts will be fully established across the city's express packaging sector, and major progress will be made in new models and new business forms of packaging reduction and green recycling.
Tailored to Shanghai's realities, the Plan details key tasks in production, use, recovery and utilization, adheres to technological and model innovation, and focuses on 'enterprises as the main body, government supervision, industry self-discipline and public participation', so as to accelerate a multi-stakeholder co-governance pattern in the industry.
Next, the Shanghai Postal Administration will continue to strengthen coordination and policy alignment with relevant departments, actively promote the inclusion of eco-environmental protection work in the postal industry into the overall framework of the city's environmental protection governance, improve the social governance system for express packaging, and vigorously promote high-quality development of the postal and express delivery industry.
