Shanghai Opens Green Channel for Expo Printing and Overseas Packaging Materials
During the Shanghai World Expo, overseas participating countries generated significant demand for printed and reproduced products, including publications, promotional materials, design drawings, audio-visual products and other materials.
Seizing the opportunity to support the Expo, the Shanghai Municipal Press and Publication Bureau maintained strict supervision while holding multiple talks and consultations with the Shanghai World Expo Coordination Bureau, Customs of the Shanghai Waigaoqiao Bonded Zone, the Shanghai Customs Supervision Service Center stationed in the World Expo Park, China National Publications Import and Export Corporation and other units. This led to a green channel for Shanghai printing enterprises taking on printing work for overseas participating countries. The channel upholds regulatory principles by strictly applying the Regulations on the Administration of the Printing Industry and ensuring that all printed materials produced by Shanghai printers for overseas participating countries are exported. It also prevents those materials from having to physically leave and then re-enter the country, avoiding the long detour.
The green channel works as follows: after a printer completes production, the products enter the logistics park of the Shanghai Waigaoqiao Bonded Zone. The Shanghai Branch of the China National Publications Import and Export Corporation, designated by the General Administration of Press and Publication, then processes import formalities. This allows the printed materials to complete relevant procedures in roughly three to four days, with discounts on service fees and storage fees. To reduce review time for overseas publication printing, the Shanghai Municipal Press and Publication Bureau runs online declaration alongside paper-based acceptance. Once review is passed, the enterprise is informed online and can print immediately. Overseas packaging printed materials and other printed materials can also be recorded online.
