RMB 30 Billion Packaging Paper Project: Anhui Zhongying Starts 3.6 Million-Tonne Build in Suma Park

On the morning of October 23, the mobilization meeting to mark the start of Anhui Zhongying’s 3.6 million-tonne packaging paper project took place in Suma Park. Yang Jun, Secretary of the Suzhou Municipal Party Committee, gave the construction go-ahead. Wang Qirong, Deputy Secretary of the Municipal Party Committee and Mayor, delivered remarks. Wu Mingwu, Chairman and President of Shanying International Holding Co., Ltd., attended together with municipal leaders Yang Hongxing, Li Hong, Zu Jungong, Liu Tianzhuo and Ma Jie, as well as Wu Xufeng, Secretary-General of the Municipal Government. Ren Dong, Member of the Standing Committee of the Municipal Party Committee and Executive Vice Mayor, chaired the meeting.

According to project details, the facility is being invested in and developed by Shanying International Holding Co., Ltd. It carries a total investment of RMB 30 billion, including RMB 100 million planned for 2021. The site spans around 3,000 mu and will accommodate two containerboard lines, each with annual capacity of 600,000 tonnes, plus six corrugated paper lines, each with annual capacity of 400,000 tonnes.

The rollout will be split into two phases. Phase I covers one 600,000-tonne-per-year containerboard line and three 400,000-tonne-per-year corrugated paper lines, with commissioning expected around March 2024. Once fully operational, the project is expected to generate annual industrial output value of about RMB 30 billion—roughly RMB 10 billion each from Phase I, Phase II and the post-processing industrial park—and annual tax revenue of RMB 1.65 billion.

Speaking at the groundbreaking ceremony, Wang Qirong said local authorities and departments should plan projects with depth and practicality, accelerate progress and improve quality and efficiency, and use major projects to unlock larger investment and, in turn, stronger development. He stressed that investment attraction should continue without let-up, with “double recruitment and double introduction” kept as the top priority and key lever for economic work. He called for following market logic, mobilizing capital, leveraging platforms, strengthening professional operations and building ecological advantages, so the proactive campaign for “double recruitment and double introduction” can be advanced with the most precise tactics, the most scientific methods and the most powerful steps.
