Packaging and Paper Sector to Follow Six Carbon-Reduction Standards from January 1, 2011

Analysts point to paper packaging's recyclability as a reason the packaging paper sector stands to gain once national packaging carbon-reduction standards are in place.

Paper Packaging Industry says that from January 1, 2011, companies will be able to follow national standards for cutting packaging volume at the source, reusing packaging and recycling packaging materials.

The Standardization Administration of China released in August this year the 'Announcement No. 3 of 2010 on the Approval of National Standards', covering six packaging and environment standards. These are:

Packaging and Packaging Waste — Part 2: Evaluation Methods and Procedures (GB/T16716.2-2010)

Packaging and Packaging Waste — Part 3: Prevention by Source Reduction (GB/T16716.3-2010)

Packaging and Packaging Waste — Part 4: Reuse (GB/T16716.4-2010)

Packaging and Packaging Waste — Part 5: Material Recycling (GB/T16716.5-2010)

Packaging Recycling Mark (GB/T18455-2010)

Packaging and the Environment — Terminology (GB/T23156-2010)

According to the announcement, all six are recommended national standards; Packaging Recycling Mark updates the 2001 version, and the remaining five are new.

A lead drafter of the six standards, who heads the Science and Technology Division of the China Export Commodity Packaging Research Institute, explained that the standards are designed to reduce resource consumption in packaging and limit the environmental impact of discarded packaging.

Another point of note: every standard, whether new or revised, references or identically adopts corresponding European standards.

Together, the six standards apply packaging carbon-reduction requirements across packaging production, distribution and recycling.

The Packaging and Packaging Waste standard recommends source reduction, reuse and recycling as technical measures to rationally use and treat packaging waste and to reduce emissions to the environment when waste is processed.
