New Platform Launched for Beijing-Tianjin-Hebei Printing Collaboration as Innovation Demonstration Park Opens

Beijing Institute of Graphic Communication has announced that the Beijing Innovation Demonstration Park for the Coordinated Development of the Beijing-Tianjin-Hebei Printing Industry is now open. The park is designed to connect industry, academia and research within a complete editing-printing-distribution chain; it also aims to build a mutually reinforcing ecosystem that brings together materials, equipment, logistics, consulting and other supporting elements. At the same time, it will mobilize production capacity outside Beijing through printing management and service entities, providing coordinated support for the capital’s core functions and advancing manufacturing transformation in the digital economy era.

The park is a jointly developed demonstration project. It operates under the guidance of the Printing and Distribution Bureau of the Publicity Department of the CPC Central Committee, with the Publicity Department of the CPC Beijing Municipal Committee taking the lead, Beijing Institute of Graphic Communication handling implementation, and the Beijing Printing Association participating actively.

The park follows a “1+1+1+N” framework. The first “1” is an integrated industry chain spanning industry, academia and research and covering editing, printing and distribution. The second is an ecosystem where core operations and related elements—materials, equipment, logistics and consulting—are fully matched and mutually reinforcing. The third is a public service platform connecting publishing editors, printing company headquarters and off-site workshops, with remote proof correction, color adjustment and proofing services. The “N” refers to printing management and service entities that coordinate workshops across Beijing-Tianjin-Hebei and other regions, enabling outside-Beijing capacity to support the capital’s core functions in a coordinated way.

In parallel, the park will focus on building a “four-dimensional center” for the Beijing-Tianjin-Hebei region with nationwide reach across the printing sector. This includes a publication printing prepress adaptation center, an industry-academia-research collaborative innovation center, a full-industry-chain testing and inspection center, and a talent practice and development center. These are intended to help achieve the goal of driving manufacturing transformation in the digital economy era.

Ding Mei, a second-level inspector at the Publicity Department of the CPC Beijing Municipal Committee, said in her address that the park is an important practice based on the capital’s strategic positioning and a step toward building a pioneering zone for coordinated development of the Beijing-Tianjin-Hebei printing industry. It can help pilot innovation policies, address key challenges in regional printing collaboration, and explore a new pattern of “Beijing creative R&D services + Tianjin-Hebei manufacturing.” Next, she said, stakeholders should seize the opportunities created by Beijing’s “two zones” initiative and aim to develop the park during the 14th Five-Year Plan period into a national-level demonstration base that closely serves the capital’s core functions. Such a base should feature distinctive coordinated development, leading innovation and R&D, strong radiating effects, deep industry-academia-research integration, and balanced social and economic benefits.

Liu Chang’an, member of the Education Working Committee of the CPC Beijing Municipal Committee and deputy director of the Municipal Education Commission, described the park as an important measure for steadily advancing Beijing-Tianjin-Hebei coordinated development. It demonstrates how universities can use quality educational resources to drive regional progress and deepen integration between school resources and the region’s economic and social development, he said. It is also a vivid example of reform in innovation and entrepreneurship practice, closely linking university scientific, educational and intellectual resources with market-based innovation strengths and opening new paths for higher education innovation and entrepreneurship. In addition, it represents a new model of industry-education integration that promotes all-round alignment between talent supply-side and industry demand-side factors, making a practical contribution to cultivating interdisciplinary applied talent for printing and publishing.

Han Xinxing, deputy head of Beijing’s Daxing District, presented the district’s broad development prospects and high-quality business environment from several perspectives. He noted that Daxing benchmarks itself against world-class business environment standards, has issued measures to support high-quality development under the “two zones” initiative, and will focus on cultivating new service-industry formats such as international consumption and cultural creativity.

Zhang Yi, chairman of the Beijing Printing Association, said the park’s construction marks a new stage in the coordinated development of the Beijing-Tianjin-Hebei printing industry. The park will optimize engineering design and concentrate advantageous resources to help shape a new framework for regional printing collaboration.

Gao Jinhong, Party secretary of Beijing Institute of Graphic Communication, said the institute will fully support the demonstration park’s construction and steadily implement each task with high quality. It will further leverage its strengths, vigorously advance deep industry-academia-research integration, continue to promote innovation, and pioneer trials to build a development highland.

Yuan Yuxia, dean of the Beijing Green Printing and Packaging Industry Technology Research Institute, said the demonstration park is based on the Beijing Institute of Graphic Communication Science and Technology Park and operates through the institute. It hosts multiple innovation and entrepreneurship brands, including the Beijing Institute of Graphic Communication University Science and Technology Park, the Cultural and Creative Industry Park, the Beijing Institute of Graphic Communication Rongchuang Incubator, and the College Student Innovation and Entrepreneurship Park. More than 60 enterprises in creative design, scientific and technological R&D, press and publication communication, and technology services have gathered there, forming a refined publishing and media industry ecosystem around the entire press and publication chain. The park also provides a professional service team and platforms for technology innovation R&D and product inspection and testing.

On the opening day, Ding Mei awarded the plaque for the Beijing Innovation Demonstration Park for the Coordinated Development of the Beijing-Tianjin-Hebei Printing Industry, officially launching the park. The partners will fulfill their respective roles in policy innovation and mechanism coordination, park operations and service capacity, and bridge-building and idea dissemination, working together to create an innovation demonstration park with distinctive features and strong radiating and driving effects.
