Missed Wood Packaging Declaration Leads to On-the-Spot Penalty in Shunde

A recent enforcement case has brought wood packaging declaration duties back into focus: an enterprise was administratively penalized after failing to declare wood packaging on imported goods. Inspection and quarantine authorities are urging importers and trading companies to verify wood packaging and follow China's clear requirements for inbound wood packaging, so they can avoid unnecessary losses.

'A few pieces of wood caused far more trouble than expected,' importer Mr. Xie said after completing the on-the-spot penalty procedure, expressing regret and frustration over the oversight. The Shunde Inspection and Quarantine Bureau had found wood packaging accompanying an inbound shipment; the packaging carried no certification marks and had not been declared for entry, prompting staff to issue an immediate administrative penalty to the company involved.

Investigators found that the company had not communicated adequately with the shipper and had failed to check whether the cargo contained wood packaging, which led to the omission at the inbound inspection declaration stage. The omission breached relevant provisions of China's Regulations for the Implementation of the Law on Animal and Plant Quarantine and the Measures for the Administration of Quarantine Supervision of Wood Packaging of Inbound Goods. The bureau carried out quarantine treatment on the wood packaging in line with the law and imposed an on-the-spot administrative penalty on the company.

Wood packaging remains important in trade transport because it offers strong load-bearing capacity, reusability and environmental advantages. At the Rongqi Office of the Inspection and Quarantine Bureau, for example, about 40% of imported goods use wood packaging. At the same time, wood packaging can act as a pathway for foreign pests to enter China and threaten ecological safety, making it a continuing priority for inspection and quarantine supervision. In the first half of this year, the Shunde Inspection and Quarantine Bureau accepted 3,804 batches of import wood packaging declarations, covering 77,498 items; 109 batches of harmful organisms were intercepted, including 27 batches of quarantine pests.

In light of the case, inspection and quarantine authorities are again advising importers and trading companies to check carefully when inbound goods use wood packaging. China has specific rules for wood packaging on imported goods, and proper declaration and compliance checks are essential to avoid unnecessary losses.
