Jieyang Takedown Destroys Illegal Publication Network; Printing Plant Owners Among Four Arrested

Acting on guidance from Jieyang’s Office for Combating Pornography and Illegal Publications, Jieyang public security organs have carried out a takedown that eliminated two dens selling illegal publications through online shopping platforms and one illegal printing den. Four criminal suspects were arrested. Officers seized more than 140,000 illegally published books, two printing machines and a range of other tools. The operation dismantled the entire chain of a criminal gang suspected of printing and selling illegal publications.

The investigation began in early September this year, when the Environmental, Food and Drug Crime Investigation Detachment of the Jieyang Municipal Public Security Bureau received a tip from the municipal anti-pornography and anti-illegal publications office about an online store suspected of selling illegal publications. After detailed analysis, investigators identified a rented room that might serve as a shipping point and a suspect, Chen Mou Ping. While reviewing real-time information about that room, they linked another suspect, and a second rented room came into view. Once the two sites’ operations and patterns had been largely determined, the Municipal Public Security Bureau joined forces with the Municipal Bureau of Culture, Radio, Television, Tourism and Sports and the Puning Municipal Public Security Bureau to launch the closing operation.

In another rented room in Shanhu Village, Chiwei Subdistrict, Puning City, authorities seized more than 30,000 illegally published books, including Super Feng Shui Resolution, Various Social Occasions for Weddings and Funerals, and Peerless Secret Prescriptions of Taoist Medicine. At the scene, they arrested Yang Mou Chi (male, 33, from Lufeng). During questioning, Yang admitted that since early June 2021 he had registered three “merchant” accounts online and sold books without copyright numbers, including Super Feng Shui Resolution, Various Social Occasions for Weddings and Funerals, Feng Shui of the Yin Dwellings of 27 Families without Heirs and the Complete Book of Yin Dwellings, Peerless Secret Prescriptions of Taoist Medicine, and The Complete Book of Fate Calculation. In more than four months, sales reached over 100,000 yuan, with illegal profit of about 30,000 yuan.

Through intensive interrogation, suspects Chen Mou Xu and Yang Mou Chi admitted that the books had been printed on commission by the “Chengfang” printing factory in Hongyang Town. Case-handling police then arrested the factory’s owners, Fang Mou Chao and Zheng Mou Mei, who confessed to the criminal facts. The four suspects—Chen Mou Xu, Yang Mou Chi, Fang Mou Chao and Zheng Mou Mei—are currently under criminal detention, and the case is under further investigation.
