Hubei's 2020 Paper Review: Eight Enterprises Plan Major Projects in Bid to Become Central China Papermaking Hub

Hubei's paper sector has released its 2020 operating review, with Dun Zhiqiang, Secretary-General of the Hubei Paper Industry Association, outlining how the province's papermaking industry performed.

Despite a two-to-three-month production halt, Hubei's paper output still increased from the prior base. Association survey data show that in 2020 the province had 28 major paper enterprises; paper and paperboard output reached 6.2206 million tonnes, up 19.07% year on year; total industrial output value was RMB 25.937 billion, up 7.61%; main business revenue was RMB 23.402 billion, up 15.71%; and total profits and taxes reached RMB 1.844 billion, up 45.31%.

Eight Major Paper Companies Map Out New Papermaking Projects

1. Wuhan Jinfenghuang Paper Co., Ltd.

: In 2021, the company plans an integrated forestry-pulp-paper expansion at its Xiaogan base, adding 500,000 t/a of pulp and 800,000 t/a of eco-friendly packaging paper. After completion, Jinfenghuang Paper is expected to generate RMB 12 billion in annual output value and RMB 700 million in profits and taxes, while creating more than 3,000 jobs.

1. Nine Dragons Paper (Holdings) Limited

: On June 12, 2020, Nine Dragons signed an integrated forestry-pulp-paper project at Bailuo Industrial Park in the Jianli Economic Development Zone, Jingzhou, Hubei, with planned total investment of RMB 12.5 billion and annual capacity of 600,000 t of pulp and 2.4 million t of high-grade packaging paper. On January 15, 2021, it also formally signed with the Xian'an District Government of Xianning City for a project with about RMB 5.4 billion total investment in Xian'an, covering annual lines for 400,000 t of bamboo pulp, 500,000 t of high-grade cultural paper, carrier bag paper and food paper, plus a full intelligent paper packaging industry chain.

1. Chenming Paper

: On August 10, 2020, Chenming Paper announced it would adjust the industrial development plan of its controlling subsidiary Huanggang Chenming project into an integrated pulp-and-paper project and launch the Phase II Huanggang Chenming project with annual capacity of 1.5 million t.

1. Shanying Paper

: On November 9, 2020, Shanying Paper announced another expansion of its Jingzhou project with an additional RMB 10 billion investment, to build 1.2 million t of industrial packaging paper, a smart packaging industrial park and a household products e-commerce industrial park. Shanying Central China Paper Co., Ltd. currently has two proposed projects: a high-grade packaging paperboard project with annual capacity of 2.2 million t and an expansion project for 1.2 million t of industrial packaging paper per year.

1. Zhejiang Quzhou Wuzhou Specialty Paper Co., Ltd.

: On December 28, 2020, the company announced a planned RMB 23 billion investment in an integrated pulp-and-paper project with annual capacity of 6.6 million t in Wuxue City, Hubei Province.

1. C&S Paper

: On December 31, 2020, the first household paper machine at the Phase II project of C&S Paper's Xiaonan production base started up and produced paper. Once fully operational, the project will produce 300,000 t of household paper per year.

1. Gold Hongye Paper (Hubei) Co., Ltd.

: Its newly added 120,000 t/a household paper project will start up in succession during May-June 2021. Upon completion, capacity will reach 360,000 t/a, making it the largest household paper base in Xiaogan City.

1. Zhejiang Xianhe Co., Ltd.

: On January 8, 2021, Zhejiang Xianhe signed an investment framework agreement in Shishou, Jingzhou, Hubei, for a 2.5 million t/a integrated forestry-pulp-paper circular economy project. The project has planned total investment of RMB 10 billion and will be completed in three phases, including annual capacity of 900,000 t of pulp, 1.4 million t of specialty paper and 200,000 t of coated processing paper. Once completed, it is expected to pay RMB 1 billion in annual taxes.

These developments show that, with multiple advantages, Hubei's total paper project scale has reached ten million tonnes, as the province advances toward becoming a 'strong papermaking province' for packaging paper and household paper in Central China. In the years ahead, Hubei is expected to remain a preferred location for major paper enterprises to build plants, with paper projects continuing to increase.
