Guizhou Baijiu Packaging Localization Accelerates: In-Province Support Rate to Reach 80% by Year-End

In the middle of summer, Zunyi's Xinpu New Area and Xishui County are bustling: packaging projects are landing continuously, and packaging plants are being completed and put into operation.

In recent years, under the strong leadership of the provincial Party committee and provincial government, Guizhou's baijiu packaging enterprises have moved from small to large, weak to strong, and scattered to clustered, using a sustained 'chain effect' to provide steady, powerful momentum for economic acceleration.

Guizhou's baijiu packaging industrial chain is rising faster.

Supplementing the chain: from joining hands to working in concert

A skilled chess player focuses on the whole board; one move can energize the entire game.

Baijiu and packaging were originally born to accompany each other.

For many years, however, the two sectors in Guizhou—baijiu and packaging—developed unevenly.

Baijiu is a key pillar and competitive industry in Guizhou, but before 2018, more than 70% of its packaging was handled outside the province.

Addressing the pain point of a low in-province supporting rate for baijiu packaging, a chain-supplementing initiative shifted baijiu packaging from 'looking outward' to 'looking to Guizhou' and officially began.

This marked a historic turning point for Guizhou's baijiu and packaging industries.

The government issued policies to guide the healthy and orderly development of both industries.

Guizhou specifically released the Implementation Plan for the Revitalization Action of the High-quality Tobacco and Alcohol Industry in Guizhou Province and the Implementation Opinions on Promoting the Transformation, Upgrading and Development of the Packaging Industry in Guizhou Province, encouraging packaging companies to strengthen supporting links with baijiu, tea, medicine and other industries.

Authorities visited and surveyed key enterprises to hear their views.

Key Guizhou baijiu enterprises said that, while ensuring product quality and technical service, they are willing to establish long-term cooperation mechanisms with packaging enterprises in the province.

The former has policy support; the latter has enterprise backing.

Such favorable conditions require action.

In August 2019, an exchange meeting was held in Guiyang—the Guizhou Packaging Industry and Baijiu Industry Supply and Demand On-site Exchange Meeting—marking the first on-site exchange and cooperation between the two sectors.

Exchange continues, and cooperation does not stop.

To date, Guizhou has organized seven supply-demand matching activities between baijiu enterprises and packaging enterprises.

This fully shows the high attention of government, industry and enterprises to baijiu and packaging development, and reflects Guizhou's urgent desire to raise the in-province packaging support ratio and improve the industrial chain.

Under a series of measures, Guizhou baijiu packaging's 'looking to Guizhou' has been strongly advanced.

In only about three years, Guizhou baijiu packaging achieved leapfrog transformation, high-quality development and major progress, effectively promoting industrial collaboration, shared enterprise interests and maximization of provincial value.

Consider the following data:

In 2019, the province's in-province supporting rate for baijiu packaging reached 43.2%.

In 2020, the province's in-province supporting rate for baijiu packaging reached 52.3%.

With high-level government promotion, association cohesion and strong enterprise support, Guizhou's baijiu and packaging enterprises now show integrated interaction, mutual dependence and mutual accompaniment.

What is the secret behind this leapfrog transformation? The head of the provincial high-quality tobacco and alcohol industry special work team said the key is whole-industry-chain thinking: improve the industrial chain, smooth the supply chain and upgrade the value chain.

Building a 'chain economy' and expanding industrial clusters will give Guizhou baijiu and packaging industries great prospects.

Strengthening the chain: from gathering strength to writing a new chapter together

Baijiu packaging, please 'look to Guizhou'.

On July 28, the 2021 Provincial Baijiu Enterprise and Packaging Enterprise Supply and Demand Matching and Investment Promotion Conference was held in Xishui.

Ao Hong, Deputy Secretary of the Party Leadership Group and Deputy Director of the Provincial Department of Industry and Information Technology, and head of the provincial high-quality tobacco and alcohol industry special work team, said this year's meeting left him with the 'four mosts'.

—Most participating enterprises: nearly 100 baijiu and packaging enterprises took part, the largest number in past years;

—Broadest matching scope: on-site observation and negotiations between supply and demand sides covered the full packaging supporting chain, the widest business coverage in past years;

—Richest formats: the meeting included inspection and observation, face-to-face matching, investment promotion and information release, offering the highest content value in past years;

—Most fruitful results: more than 30 supply-demand projects were signed and more than 10 enterprises were introduced, the most abundant results in past years.

At the promotion conference, Ao Hong also announced several sets of data for the first half of this year that deserve attention.

Guizhou's baijiu output rose 51% year on year, reaching the highest same-period output in recent years.

The province's in-province supporting rate for baijiu packaging reached 69.7%, up 17.4 percentage points from the full year of 2020, and will reach 80% by the end of the year.

Moutai, Xijiu, Guotai and Jinsha recorded in-province supporting rates of 69%, 86.8%, 83.2% and 70%, respectively.

These data show that the in-province packaging supporting rate for baijiu is rising steadily and climbing higher, putting the phased target of 80% within reach.

At present, Guizhou's packaging industry is mainly concentrated in four fields—paper product packaging, plastic packaging, glass packaging and metal packaging—and shows a trend of rising volume, superior quality, diversity and innovation, making it an important part of the province's industrial economy.

Cheng Su, President of the Provincial Packaging Federation, said: 'Guizhou's baijiu enterprises and packaging enterprises present a situation of integrated interaction, mutual dependence and mutual accompaniment.'

At the promotion conference, Guizhou released the 2022 baijiu packaging materials demand plan (first batch). A total of 10 key baijiu enterprises and 44 key industry packaging materials enterprises participated, releasing 156 demand items.

The 10 key baijiu enterprises are Moutai, Xijiu, Guotai, Jinsha, Diaoyutai, Zhenjiu, Dongjiu, Yaxi, Guizhou Chun and Jinsha Andi Doujiu. Demand categories include labels, color boxes, color ribbons, capsule caps, cartons, carry bags, bottle caps and bottles.

With clear direction and confident moves, Guizhou's baijiu packaging chain economy is racing ahead from a new starting point and will surely inject strong momentum into high-quality development.
