Guangxi Issues Opinions to Accelerate Printing Industry: 5–10-Year Goals Include Leading Enterprises and Multi-layer Flexible Packaging

The General Office of the People's Government of the Guangxi Zhuang Autonomous Region has issued the Opinions on Accelerating the Development of the Printing Industry. The document sets out requirements and concrete implementation measures for advancing the printing sector within the region.

According to the Opinions, Guangxi will work toward a 5–10-year horizon: developing more than 50 competitive large backbone printing enterprises, more than 20 printing enterprises with output value exceeding RMB 100 million, and more than 5 large printing groups that have advanced capabilities, outstanding scale benefits and strong competitiveness. This is expected to create a group of enterprise brands with influence within and beyond the autonomous region as well as in ASEAN countries.

The Opinions set five development priorities. First, accelerate intensive development and park construction, including the headquarters of the China–ASEAN Green Creative Printing Industrial Park, four sub-parks in Nanning, Liuzhou, Guilin and Yulin, plus talent-training bases, printing R&D bases, and exhibition and trade centers for printing products and materials. Second, expand packaging and decoration printing, with emphasis on energy-saving and environmentally friendly products, emerging intelligent products, and multi-layer flexible laminate packaging printing; the policy also encourages the establishment of packaging and decoration printed matter printing enterprises that support new products. Third, improve fine printing for publishing products and thoroughly change the autonomous region's insufficient fine-printing capacity. Fourth, extend the printing value chain toward high-tech, high-value-added segments. Fifth, promote digital printing and green, environmentally friendly printing.

To support these goals, the Opinions introduce 11 measures, such as deepening institutional reform and mechanism innovation, accelerating printing industry transformation and upgrading, implementing tax incentives, using fiscal funds as a guiding force, applying land safeguards, and strengthening talent development and team building. Policy support will include project subsidies, interest subsidies and rewards, with priority support for the construction and development of the printing industry, key industrial parks and bases, major printing projects and demonstration programs. Projects entering a printing industrial park will enjoy autonomous-region-level preferential policies for industrial enterprises in development parks with respect to administrative and institutional charges. Relevant departments will also streamline procedures for printing project approval, environmental impact assessment, land use and water supply, and provide convenient services for park tenants.
