Green and Digital Printing Emerge as Twin Keywords in China's 12th Five-Year Printing Plan

The General Administration of Press and Publication is leading the drafting of the 12th Five-Year Development Plan for the printing industry. The plan's overall objective is clear: by the end of the 12th Five-Year Plan period, China must achieve major progress in moving from a major printing country to a printing power, and it aims to reach that strong-power goal ahead of schedule within the press and publication sector. For this shift, green printing matters greatly, but digital printing cannot be overlooked either. Both are regarded as defining keywords for the future of China's printing industry.
Looking at China's trajectory over the past two years, the printing sector has moved irreversibly toward technology-driven and environmentally oriented development. As a result, green printing and digital printing were bound to draw attention under the 12th Five-Year Plan.
During this period, the closely watched Fifth Plenary Session of the 17th Central Committee met in Beijing for four days and closed on the 19th. Some experts believe that structural adjustment, industrial upgrading, and energy conservation and emissions reduction will be key elements of the 12th Five-Year Plan. In the years ahead, China's basic strategy for development transformation will unfold through comprehensive investment around people-centered, green, innovative, and coordinated development. Accordingly, the printing industry's 12th Five-Year Plan will set out strategic arrangements for green printing and digital printing.
Therefore, to build an environmental protection system for China's printing industry and advance green printing, the industry must be guided toward a green transformation. This includes working with the Ministry of Environmental Protection to formulate and improve green printing standards, creating a whole-process green printing standards system that covers raw material procurement, printing production, and post-use product recovery, and gradually establishing a more complete framework for green printing management and standards.
Likewise, achieving digital printing in China depends on scientific and technological progress. The industry must advance technological innovation, guide industrial upgrading, keep independent innovation capability at the core, and give full play to the supporting role of the printing equipment and materials sectors. A key task is to organize the major project of digital printing and printing digitalization and to develop a group of printing enterprises with independent intellectual property rights.
It is therefore clear that accelerating digitalization and green printing in China's printing industry is an important part of the 12th Five-Year Plan and a powerful step toward the goal of turning China into a strong printing country.
