GAPP Launches 2013 Annual Verification: Green and Digital Printing Take Priority

The General Office of the General Administration of Press and Publication (GAPP) has issued a notice launching the 2013 annual verification of printing enterprises and reproduction units, with tracking green printing and digital printing developments at printing enterprises set as a key task. For flexible packaging converters and other printing businesses, this means the annual review goes beyond compliance checks and pays closer attention to green and digital progress.

For printing enterprises, the notice sets two verification priorities. First, local authorities must strengthen supervision over enterprises' implementation of the 'five systems' and tighten oversight of key enterprises and regions. Enterprises penalized for violations during the 2012 special campaign on printing, reproduction and distribution supervision will have their annual verification deferred. Second, local authorities should focus on enterprises' treatment of the 'three wastes' and their upgrades of environmental protection and energy-saving equipment, prioritize statistics on digital printing output value, and gain a full picture of new developments and problems in the printing industry.

The verification priorities for reproduction units are also specified. Local authorities must check these units' implementation of the reproduction authorization letter system and the SID code etching system for optical discs, as well as their submission of sample discs to the Optical Disc Production Source Identification Center of the Ministry of Public Security. They must also review the purchase, registration, and use of major reproduction equipment at optical disc reproduction units, strictly prevent decommissioned equipment from entering underground illegal reproduction activities, and rigorously investigate and handle any addition, import, purchase, or change of optical disc reproduction production equipment that violates relevant rules.

The notice requires local authorities to complete the annual verification before the end of March 2013 and to arrange the verification and annual statistical reporting under a unified plan, implement them simultaneously, and submit reports on schedule.
