GAPP Issues 16-Article Measures, Setting a National Framework for Printing and Reproduction Demonstration Enterprises

[Abstract]

The General Administration of Press and Publication (GAPP) has recently issued the Measures for the Administration of National Printing and Reproduction Demonstration Enterprises, a 16-article set of rules whose main points are as follows.

The measures are intended to carry out the State Council's Cultural Industry Revitalization Plan, which calls for building a number of

reproduction industry demonstration bases, conducting categorized comprehensive assessments of printing and reproduction enterprises, regulating how national demonstration enterprises are established and managed, and maximizing their guiding and radiating role in changing development modes, adjusting industrial structure and raising industry quality, so as to help China become a world printing power.

National Printing and Reproduction Demonstration Enterprises are defined as backbone printing and reproduction enterprises or groups that are qualified, law-abiding, well-managed, technologically advanced, with outstanding products and performance, innovative and energy-efficient, talent-rich and trustworthy, and that serve as national models.

The purpose of creating these enterprises is to identify, designate, support and publicize exemplary backbone companies or groups, thereby optimizing the industrial structure, nurturing competitive players, speeding up independent innovation and technological progress, encouraging energy saving and emission reduction, promoting green printing, and steering the whole sector toward transformation and upgrading.

GAPP is tasked with national planning for the total number, structure and layout of these demonstration enterprises, as well as their review, recognition and administration. Provincial, autonomous-region and municipal press and publication authorities handle preliminary review, applications and routine management.

The planning target: beginning in 2012 and running through the end of the Twelfth Five-Year Plan, China aims to establish about 100 'National Printing Demonstration Enterprises' and about 10 'National Optical Disc Reproduction Demonstration Enterprises.' By then, their guiding and radiating effects should be clear, backbone printers and replicators should be more competitive, industrial division of labor should be reasonable, regional development should be coordinated, and a relatively complete modern printing and reproduction system should take shape.

To qualify, a National Printing and Reproduction Demonstration Enterprise must meet the following conditions:

(1) Lawful operation

The enterprise must exemplify compliance with the Regulations on the Administration of Publishing, the Regulations on the Administration of the Printing Industry, the Regulations on the Administration of Audio-Visual Products, the Measures for the Administration of Reproduction and other applicable rules; have no adverse record such as piracy or illegal printing; and have received no administrative penalty from press and publication authorities in the past three years.

(2) Scale and efficiency

A reproduction enterprise's main economic efficiency indicators and overall labor productivity must rank among the top in China's same industry, and it must have been profitable in the past three fiscal audit years. Printing enterprises: total assets of at least RMB 300 million (RMB 100 million for those mainly in publication printing or digital printing); annual sales revenue of at least RMB 500 million (RMB 200 million for those mainly in publication printing or digital printing); or total sales revenue of at least RMB 1 billion over the past three years (RMB 500 million for those mainly in publication printing or digital printing) with average annual growth above 20% in that period, plus annual tax payments of at least RMB 10 million. Read-only optical disc reproduction enterprises: annual output of at least 100 million discs, sales revenue of at least RMB 120 million, and annual tax payments of at least RMB 5 million. Recordable optical disc manufacturers: annual output of at least 250 million discs, sales revenue of at least RMB 280 million, and annual tax payments of at least RMB 10 million.

(3) Technology and equipment

Key production equipment must be at the industry's advanced level. Printing enterprises should have advanced equipment such as multi-color high-speed, automatic and inline systems, or strong capabilities in digital printing, flexographic printing, digital automatic control of printing equipment, digital asset management, computer-to-plate/direct plate-making, and digital workflows; optical disc reproduction enterprises must possess corresponding advanced equipment.
