Gansu Overpackaging Crackdown: Luxury Packaging Price Hikes to Face Inspection and Exposure
Gansu has issued the Notice on Further Strengthening the Governance of Excessive Packaging of Commodities, requiring local authorities across the province to strengthen governance, push companies to eliminate excessive packaging at the source, and inspect and publicly expose cases where luxury packaging is used to raise prices in a disguised manner or seek exorbitant profits.
Media reports indicate the notice has been distributed throughout Gansu. Its main objectives include intensifying governance efforts, urging enterprises to prevent overpackaging at the source, and checking and exposing practices that use luxury packaging to inflate prices covertly and reap excessive profits.
The notice notes that excessive packaging has become increasingly prominent in recent years and has generated a range of social problems. It covers many product categories, including food, health products and cosmetics. Most packaging materials are paper cartons and bags, glass bottles, plastic items and metal boxes and cans; some product sectors also use substantial amounts of materials. The packaging recovery rate remains below 20%.
The notice calls on relevant departments to promptly develop and improve systems, standards and policies for restricting excessive packaging in the province, regulate all stages from production and packaging to sales and consumption, and encourage companies to prioritize renewable and recyclable packaging materials.
The notice also assigns specific tasks: price departments should study and improve pricing policies that discourage excessive packaging; finance departments should study and improve subsidy policies for packaging recovery and utilization; tax departments should implement relevant national tax policies; and commerce and supply-and-marketing departments should treat product packaging recovery as a key part of circular community development and incorporate it into the renewable resource recovery network, so that excessive packaging is eliminated at the source.
