Flexible packaging is made from a range of pliable plastic materials and can conform to the shape of the product it protects. It has found broad use in food and beverage, personal care, pharmaceuticals and household goods.

At the same time, regulations and consumer preferences around packaging sustainability are shifting, and more companies are committing to greener solutions. Even so, the flexible packaging market remains resilient and is expected to expand substantially in the years ahead.

Flexible packaging market outlook points to substantial growth

Built from plastic films and sheets, flexible packaging is a lightweight, versatile format, and it is projected to grow markedly in the coming years. Its compound annual growth rate stands at 8.89%, with the market set to reach USD 450.65 billion by 2030.

A comprehensive study by Market Research Future (MRFR) values the flexible packaging market at USD 200.13 billion in 2021. During the forecast period from 2022 to 2030, the industry is expected to grow at an 8.89% CAGR and reach USD 450.65 billion by 2030.

Rising demand for versatile packaging solutions: Flexible packaging delivers a broad set of advantages that make it a leading choice across sectors. Its lightweight, flexible material can be readily shaped into different forms and sizes, serving the varied packaging needs of different products. This format is common in food and beverage, especially for snacks, frozen foods and ready-to-eat meals. It helps preserve food freshness and quality while giving consumers attractive and convenient packaging.

Multifaceted packaging applications: Beyond food and beverage, flexible packaging is widely applied in pharmaceuticals, personal care products, detergents, cleaners and other household goods. Its ability to accommodate many product types and shield contents from moisture, light and air makes it a versatile and highly popular packaging solution.

Expected market growth: MRFR forecasts substantial expansion in flexible packaging. Starting at USD 227.96 billion in 2022, the market is expected to nearly double to USD 450.65 billion by 2030. Several factors drive this growth, including rising consumer demand for convenient and sustainable packaging, printing advances that boost visual appeal, and greater adoption of flexible plastic packaging in e-commerce and retail.

Why do consumers favor flexible packaging?

Convenience: Fast-paced lifestyles have significantly changed how brands package products. Demand for convenience is a key reason flexible packaging has become popular: it is easy to store, easy to open and can be resealed. Compared with rigid plastic or glass, its lightweight nature makes it well suited to on-the-go consumption. When made from robust composite materials, flexible packaging helps protect product safety and quality during handling or drops. For packaging designers, it offers full versatility for applications from detergents to baby food, and can be easily dispensed through built-in features such as caps, zippers, easy-tear perforations and overlapping designs.

Extended shelf life: Food waste in supply chains, retail and households is one of the world's most important environmental issues. Flexible packaging can use high-barrier materials and airtight seals to prevent gases and moisture from moving in or out, and it is also suitable for pasteurization and retort applications. This longer freshness means fewer products are landfilled because of spoilage. Resealability also reduces consumers' reliance on secondary plastics such as household cling film.

Outstanding design: Brand owners continually seek ways to extend product lines and improve shelf differentiation. Unlike other packaging formats, flexible packaging substrates can print high-quality, impactful graphics across 100% and 360 degrees of branding; such packs stand out on shelf and are highly ergonomic for consumers.

Flexible packaging helps products stay fresh longer, which is critical for consumers' mobile lifestyles where shelf life matters. It is also easier to transport and use, offering greater convenience while keeping contents fresh. The format's other advantages are numerous, and innovation in formats continues to drive flexible packaging adoption today and will do so in the future.

How can flexible packaging reduce plastic under the green packaging trend?

As green packaging efforts are promoted and implemented in China and green consumption awareness grows, some e-commerce platforms, logistics service providers and brands have taken the lead in reducing excessive packaging and improving packaging utilization.

Plastic flexible packaging is widely used in food, beverage, personal care, pharmaceuticals and other fields. Common examples include everyday plastic bags and films, outer packaging bags for confectionery, potato chips and wet wipes, and tube-type packaging such as facial cleanser. To achieve barrier, freshness-preservation and moisture-resistance functions, the outer packaging of these food and personal care products often uses multiple composite materials. Chocolate packaging bags, for instance, can be made from different plastics, aluminum foil, adhesives and inks, with as many as 12 layers.

The root cause of plastic pollution is the massive use of single-use plastics, while pollution control efficiency lags far behind the pace of pollution. Under current trends, waste plastic entering the global environment will triple by 2040. Plastic's material metabolism system is like a pool with water flowing in and out: virgin plastic additions and the waste management system's absorption capacity are the inflow and outflow gates. To tackle plastic pollution, attention must turn to the source.

Solving the challenge of plastic flexible packaging—large volume, dispersed and difficult to recycle—requires a full-chain, systematic solution. As market participants, companies are key game-changers. Supporting policies and improved infrastructure are essential conditions for circular development of plastic flexible packaging; neither can be missing.

Source reduction is the priority solution

Last March, the Ellen MacArthur Foundation released the report Implementing a Circular Economy for Plastic - Flexible Packaging Action Is Imminent. Drawing on extensive consultation with industry experts, the report set out an overall development strategy for the global plastic flexible packaging industry. It notes that although recycling and material substitution for plastic flexible packaging are necessary, the limitations of these two strategies constrain their prospects. To solve plastic pollution, the priority strategy for transforming the flexible packaging industry should be source reduction—eliminating unnecessary flexible packaging directly or through innovation. China's 14th Five-Year Plan action plan for plastic pollution control also calls for continued reduction in single-use plastic products in key areas such as e-commerce, express delivery and food delivery.

The potential of direct elimination remains to be unlocked

Direct elimination means completely abandoning unnecessary flexible packaging without replacement, and it applies to flexible packaging categories that do not perform necessary functions such as protection, containment, promotion and convenience. The potential for direct elimination exists widely across industries and application scenarios. Globally, it is estimated that directly eliminable flexible packaging accounts for about 5%-10% of the total flexible packaging market. In China, a small number of companies have already introduced solutions to directly eliminate plastic flexible packaging. Unilever, for example, directly removed the outer plastic wrap from its ice cream brand Cornetto. Yet compared with the opportunities still to be tapped, market attempts and explorations remain very limited.

Innovation-driven elimination requires collaboration from multiple parties

Around the world, innovative technologies and business models continue to develop and can help eliminate more single-use plastic flexible packaging. Representative examples include water-soluble packaging, the development of solid products, edible coatings, reusable packaging and refillable models, which have considerable potential in the short to medium term.
