Fabricated Dormitory Unit: Printing Plant Liquidation Staffer Jailed 10 Years and 6 Months for 130,000-Yuan Embezzlement

A staff member retained on duty with the liquidation group of a state-owned printing plant in Jiaxing fabricated dormitory unit numbers during the demolition of the plant's workers' housing, exploiting his position to misappropriate more than 130,000 yuan in state-owned property. On October 23, the Nanhu District People's Court of Jiaxing sentenced him to ten years and six months behind bars for embezzlement.

Hong, aged 59, had previously served as a cadre in the storage and transportation section of the state-owned printing plant in Jiaxing.

After the plant went bankrupt and entered liquidation in 1998, the workers' dormitories — part of the state-owned assets — were handed to Jiashi Group for trusteeship.

In 2007 the dormitories were slated for demolition. Entrusted by the property department of Jiashi Group, Hong, as a liquidation-group member still at his post, took charge of housing reform together with demolition and resettlement work for the dormitories.

While handling the division of property rights, he stumbled on a discrepancy: the area recorded on the ownership certificate was 15.6 square meters larger than the actual total area after division.

Hong therefore invented a dormitory unit number for that surplus 15.6 square meters and, using his nephew's name, bought the corresponding property rights from the plant's liquidation group for 4,180 yuan.

He then shifted the title to his mistress, Wang, so that she could take part in the demolition resettlement, and drew more than 7,100 yuan in subsidies, among them the early relocation incentive payment.

In August 2007, after settling a price difference of over 5,700 yuan, Wang secured a two-bedroom apartment at Yinliu Fang in Sanshuiwan and, one month later, sold it to another party for more than 130,000 yuan.

The court found that Hong, by leveraging his position of managing state property entrusted to him by the state-owned enterprise, illegally embezzled state assets worth 134,987.6 yuan — conduct amounting to embezzlement. As he truthfully recounted the facts after being brought to justice, he was given a lighter penalty: ten years and six months in prison for embezzlement, plus confiscation of 30,000 yuan of his property.
