EU Revises Food Contact Plastic Rules: Compliance Transition Period for Exporters
The European Union has introduced a new regulation that updates the requirements for food-contact plastic materials and articles. For Chinese food packaging exporters shipping to Europe, the amendment is a compliance development worth monitoring.
Food-contact material rules, limits, and test methods have been evolving rapidly in many countries, with the EU among the most active. Under the latest amendment, 2 additional monomers are now permitted for producing food-contact materials. The regulation also sets a specific migration limit of 60 mg/kg for the dicyandiamide monomer. In addition, the previous separate migration restriction on 1.3-phenyl dimethylamine has been changed to a combined restriction with the newly added m-xylylene diisocyanate, with a total specific migration limit of 0.05 mg/kg. Related restriction descriptions have also been updated.
The new regulation takes effect 20 days after publication and includes a buffer period. Products that do not meet the regulation may still be placed on the market until March 24, 2015, or until existing stock is sold out. Separately, the food contact materials group of the European Food Safety Authority approved 4 new food contact materials: 2 oxygen absorbers, 1 additive, and 1 plasticizer.
For Chinese food packaging companies exporting to Europe, the changes create certain impacts and raise production and inspection costs. Experts note that food-contact material regulations typically include lists of monomers and additives allowed in production, and some risk substances carry usage and maximum migration requirements. Producers can use these requirements to select suitable raw materials and formulations.
